After listening to the parties, in this two-fold application, I order as follows: (a) Permission to extend the period within which to commence Judicial Review I find that the reasons for late commencement of the action was beyond the claimants, control. I, therefore, allow the claimants to commence the Judicial Review (b) Permission to commence Judicial Review] - At this point, I need not weight the merits and demerits of the arguments.
