RULING

I was of the mistaken belief that this matter is due for judgment following completion of the oral hearing.

I have perused the file and established that after the applicant closed his case on 20th July 2011, the respondents were to open and present their case.  That has not happened todate.

This is an old matter.  I shall assign it a date for hearing at the delivery of this ruling.
