Ruling
1. I observe that the Petitioner in Kisumu CM P&A No. E333 of 2024 is a purchaser. I have not seen the consent from the kin of the deceased and neither is there authority of the court through a citation permitting a purchaser to petition for a grant of letters of administration intestate to administer the estate of the deceased William Okal.
2. In the premises, I decline to transfer the Succession cause and direct that the Petitioner appears before the Chief Magistrate, Kisumu to explain how and where he got the authority to administer the said estate.
