1. The applicant is serving life imprisonment. Instructions to prisons were that they avail files for inmates serving three (3) years and below and those who have served long sentences but have a balance of three (3) years left.

2. This case is not appropriate for decongestion exercise.

3. The file to be returned to the lower court.Orders accordingly.
