1. The Fair Administrative Action Rules, 2024 clearly spelt out the manner of filing of application under the Fair Administrative Action Rules, 2024. It is the duty of the court and legal practitioners to embrace the changes in law that make access to justice easier and convenient.

2. There is no requirement for leave to apply for Judicial Review orders sought under the Fair Administrative Action Act and Rules.

3. Accordingly, I decline to certify the application dated 21/1/2025 as urgent.

4. I further decline to consider the merits of that application dated 21/1/2025 which I hereby strike out and the applicant is directed to file pleadings in accordance with the Fair Administrative Action Rules, 2024.
