I believe the committee was part of the Kampala City Council that was del}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14551949\charrsid14506065 egated for the purpose of signing}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid3503322\charrsid14506065 leases with the tenants for the stalls which belonged to the council. A copy of this tenancy agreement with the Plaintiff was also procured from the Council records. I therefore}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid15341407\charrsid14506065 }{ \rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid14551949\charrsid14506065 do not accept that no}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid3503322\charrsid14506065 tenancy was signed by the }{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid8670449\charrsid14506065 Kampala City Council}{\rtlch\fcs1 \af0 \ltrch\fcs0 was put on Notice and they acted with reckless disregard of instruction from the bonafide tenant and granted fresh tenancy to 2}{\rtlch\fcs1 \af0 \ltrch\fcs0 \super\insrsid15341407\charrsid14506065 nd}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid15341407\charrsid14506065 and 3}{\rtlch\fcs1 \af0 \ltrch\fcs0 \super\insrsid15341407\charrsid14506065 rd}{\rtlch\fcs1 \af0 \ltrch\fcs0 \par \par To think that a toddler can enter into an agreement is tantamount to entering into }{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid3353912\charrsid14506065 no agreement}{\rtlch\fcs1 \af0 \ltrch\fcs0 \insrsid13323914\charrsid14506065 .
