1. I have considered the chamber summons dated 23. 8.2024, the statement of facts and verifying affidavit of even dates and I do hereby allow the application and I make the following orders:-1. The Applicant is granted leave to apply for judicial review orders of mandamus directed to the County Executive Member for Finance, County Government of Kisumu and the County Government of Kisumu, within 21 days from the date hereof.2. Costs shall abide the outcome of the substantive motion.3. Mention on 16. 12. 2024 to confirm compliance.4. The above orders to apply mutatis mutandis to Misc. A. No. E022 of 2024.
