Ruling

1. The convict is Daniel Ouma Otieno. He was convicted and sentenced to serve 8 years imprisonment for offence of defilement. The victim was aged 14 years old.

2. He has served about 2½ years only, out of the 8 years imposed. The convict is not suitable for sentence review.

3. I decline to revise his sentence.
