Derrick Mugoya was born with a physical disability that made him lame and was abandoned by his mother who took him to his grandfather}{\f0\fs24\insrsid12279054\charrsid484587 \hich\af0\dbch\af36\loch\f0 after his stepfather had r}{ \f0\fs24\insrsid3832213\charrsid484587 \hich\af0\dbch\af36\loch\f0 ejected him. The grand father}{\f0\fs24\insrsid4283679\charrsid484587 \hich\af0\dbch\af36\loch\f0 also rejected \hich\af0\dbch\af36\loch\f0 him as he could not support him financially, emotionally and in any other way. The Petitioner met the child on 17/02/10 while doing voluntary work at Naguru Reception Centre. He has been living with the child since 20/02/07 under the supervision of a Probation and social welfare officer of Kampala City Council when he formally started fostering the child.
