RULING

Applicant prays for leave to apply for Judicial Orders of prohibition.

I have considered the application and the annextures; I grant prayer one of the application.  Leave is hereby granted for filing of Judicial Review by way of prohibition.  However I decline to order the said leave to operate as stay.  Applicant has been to two other courts where he sought and was granted orders against the Respondent. I however direct that once and when the application is filed it be hard on priority basis.
