RULING

I have perused the application and the supporting affidavit.  The State does not oppose the application.

In the premises, I am inclined to allow the same.  The applicant may be released on bail if he executes a bond of Kshs. 10,000/= before the Deputy Registrar of this court.  If he does so, this matter should be mentioned on 7th September 2009.
