RULING

The application before court is for leave to commence contempt proceedings against the Respondent. I have considered the application the annexed statement by the applicant as well as the order for Mandamus issued by Hon. Justice Ibrahim on 18. 10. 2010.  There has been no compliance by the Respondent to date – two years down the line. I am satisfied of the merit of this application leave is granted as prayed.
