RULING

The Court asked for a pre bond report upon an application made by the applicant to be admitted to bond.

No compelling reasons were given by the prosecution in opposing the bond application.  I have perused the pre bond report prepared by Mr. Oirongo the probation officer which report is not favorable to the Accused admission to bond.  It is apparent that the prosecution did not have an input apart from requesting for a pre bond report.  There is need for the investigating officer to file an affidavit on the matter before the hearing date which is 27th November, 2013.
