RULING

1. The decision of this court was made on 3. 12. 2018 which is almost one year ago.  The Applicant has not given any satisfactory reasons for the delayed filing of the application.

2. I have also perused the draft memorandum of Appeal.  I find no points of law raised for consideration.

3. I decline the application and dismiss the same for laches and want of merit.

4. Orders accordingly.
