A contracting company must withhold 3.5% from the gross invoice in certain labor-assignment service contracts, and consortium rules are adjusted for tax and contribution calculation. Mandatários may contratar diretamente, no exterior, serviços de assessoramento jurídico para cobrar créditos, without bidding, if the provider was already engaged in recovery under a contract with a Union-controlled institution.
