The Ministry of Science and Technology is responsible for licensing activities related to animal breeding, teaching, and scientific research under this law. The CONCEA has the power to set, supervise, accredit, monitor, keep records, decide appeals, submit internal rules for approval, and advise the Executive Branch on animal teaching and research matters. The CONCEA is chaired by the Minister of State for Science and Technology, who is replaced by the ministry’s Executive Secretary if impeded. The chair has a tie-breaking vote, and CONCEA members are not paid. This provision says the law applies to animals classified as Chordata, Vertebrata, subject to environmental legislation. Institutions that teach or research with animals must first create CEUAs to qualify for accreditation.
