(b) “certificate” means a teaching certificate, a leadership certificate or a superintendent leadership certificate; (c) “equivalent standard” means an equivalent standard of education or experience as determined by the Minister; (d) “leadership certificate” means a permanent leadership certificate or a temporary leadership certificate; (e) “Leadership Quality Standard” means the Leadership Quality Standard adopted by the Minister under section 18(2)(b) of the Act, as amended from time to time; (f) “personal information” means personal information as defined in the Protection of Privacy Act ; (g) “practicum” means a student teaching placement in a kindergarten to Grade 12 program supervised by academic staff of an approved basic professional teacher preparation program; (h) “superintendent leadership certificate” means a permanent superintendent leadership certificate or a temporary superintendent leadership certificate; (i) “Superintendent Leadership Quality Standard” means the Superintendent Leadership Quality Standard adopted by the Minister under section 18(2)(b) of the Act, as amended from time to time; (j) “teacher” means an individual who holds a teaching certificate or whose teaching certificate has expired or been suspended or cancelled; (k) “teacher leader” means a teacher who holds a leadership certificate or a superintendent leadership certificate or whose leadership certificate or superintendent leadership certificate has expired or been suspended or cancelled; (l) “teaching certificate” means an interim professional certificate, a permanent professional certificate, a conditional teacher certificate, a developmental teacher certificate, an interim specialized teacher certificate, a permanent specialized teacher certificate, an interim trade teacher certificate, a permanent trade teacher certificate, a letter of authority or any other authority to teach issued under this Regulation or a predecessor to this Regulation; (m) “Teaching Quality Standard” means the Teaching Quality Standard adopted by the Minister under section 18(2)(b) of the Act, as amended from time to time. AR 123/2022 s1;142/2025;82/2026 Authority to prescribe, approve 1.1 For the purposes of any provision of this Regulation, (a) the Registrar may prescribe practicums and course work, and (b) the Minister may approve institutions, educational requirements and basic professional teacher preparation programs. AR 82/2026 s3 Part 1 Teacher and Teacher Leader Certification Definitions 2 In this Part, (a) “certification appeal committee” means the certification appeal committee appointed under section 4 and, where a panel of the committee is established, a reference to the committee shall be read as a reference to the panel; (a.1) “code of professional conduct” means the code of professional conduct for teachers and teacher leaders established under section 225.5 of the Act; (b) “complaint” means a complaint (i) as defined in section 225.1(e) of the Act, (ii) made under a former Practice Review of Teachers and Teacher Leaders Regulation, or (iii) made under the former Teaching Profession Act; (b.1) “conditional teacher certificate” means a conditional teacher certificate issued under section 11.2 or reissued under section 11.5; (b.2) “developmental teacher certificate” means a developmental teacher certificate issued under section 11.7 or reissued under section 11.91; (c) “First Nation school” means a First Nation school as defined in section 225.1(h) of the Act; (d) “former Practice Review of Teachers and Teacher Leaders Regulation” means (i) Part 2 of the Practice Review of Teachers and Teacher Leaders Regulation as it read immediately before the coming into force of this Part, or (ii) the Practice Review of Teachers and Teacher Leaders Regulation as it read immediately before the coming into force of Part 2; (e) “former Teaching Profession Act” means the Teaching Profession Act as it read immediately before (i) the coming into force of this Part, or (ii) the coming into force of Part 2; (f) “interim professional certificate” means an interim professional certificate issued under section 7, 11.3 or 11.8 or reissued under section 9; (f.1) “interim specialized teacher certificate” means an interim specialized teacher certificate issued under section 11.93 or reissued under section 11.96; (f.2) “interim trade teacher certificate” means an interim trade teacher certificate issued under section 11.992 or reissued under section 11.995; (g) “letter of authority” means a letter of authority issued under section 12; (h) “officer” means an individual appointed under section 3(1); (i) “permanent leadership certificate” means a permanent leadership certificate issued under section 14; (j) “permanent professional certificate” means a permanent professional certificate issued under section 10; (j.1) “permanent specialized teacher certificate” means a permanent specialized teacher certificate issued under section 11.97; (k) “permanent superintendent leadership certificate” means a permanent superintendent leadership certificate issued under section 15; (k.1) “permanent trade teacher certificate” means a permanent trade teacher certificate issued under section 11.996; (l) “registry” means the registry established under section 32; (m) “temporary leadership certificate” means a temporary leadership certificate issued under section 16; (n) “temporary superintendent leadership certificate” means a temporary superintendent leadership certificate issued under section 17. AR 123/2022 s2;82/2026 Officers 3 (1) The Minister may, in writing, appoint individuals to act as officers for the purposes of this Part. (2) An officer may make recommendations to the Registrar regarding the issuance or reissuance of a certificate or the extension of the term of a certificate. (3) At the request of the Registrar, an officer shall collect personal information from teachers and teacher leaders or from other persons that is necessary for the purposes of (a) establishing and maintaining the registry, and (b) conducting statistical, evaluative and financial analyses and forecasting relating to teachers and teacher leaders, and shall disclose that information to the Registrar or the Minister. Certification appeal committee 4 (1) The Minister may appoint the members of the certification appeal committee and designate one member to act as the chair. (2) The certification appeal committee must have a minimum of 7 members and may have more than 7 members if the Minister considers it appropriate. Panels of certification appeal committee 5 (1) The chair of the certification appeal committee may establish panels of that committee, each consisting of 7 members of the committee. (2) The chair may establish as many panels as the chair considers appropriate. (3) If the chair of the certification appeal committee is unable to act as the chair of a panel, the members of the panel shall choose a person from among themselves to act as the chair of the panel. (4) Four members of a panel constitute a quorum. Interim and Permanent Professional Certificates Application for interim or permanent professional certificate 6 (1) An individual may, in the manner and form required by the Minister, apply to the Registrar for (a) the issuance or reissuance of an interim professional certificate or a permanent professional certificate, or (b) an extension of the term of an interim professional certificate. (2) If an application is made under subsection (1) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. AR 123/2022 s6;82/2026 Requirements for interim professional certificate 7 (1) The Registrar may issue an interim professional certificate to an applicant who (a) holds (i) a Bachelor of Education degree, or (ii) a degree acceptable to the Minister in education or in any other field from an institution outside Alberta approved by the Minister, if the degree (A) includes or is supplemented with a basic professional teacher preparation program acceptable to the Minister, and (B) meets the requirements for professional teacher certification in the jurisdiction where the degree or the basic professional teacher preparation program was completed, and (b) is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada. (2) Notwithstanding subsection (1)(a), the Registrar may issue an interim professional certificate to an applicant who has completed the practicum or course work prescribed by the Registrar at an institution approved by the Minister that, when combined with the applicant’s other qualifications, is in the Registrar’s opinion equivalent to the requirements of a Bachelor of Education degree. (3) An application for an interim professional certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Teaching Quality Standard, and (b) a written statement from a designated officer of an institution in Alberta that is approved by the Minister and that offers a basic professional teacher preparation program, indicating that the applicant has completed the requirements for a Bachelor of Education degree and has the ability to meet the Teaching Quality Standard. (4) An applicant who has not completed a basic professional teacher preparation program in Alberta may provide, in lieu of the written statement referred to in subsection (3)(b), (a) proof satisfactory to the Registrar that the applicant holds a teaching authority from the jurisdiction where the applicant initially completed a basic professional teacher preparation program, (b) proof satisfactory to the Registrar that the teaching authority has not been suspended or cancelled, and (c) any other proof that the Registrar requires. (5) The Registrar may issue an interim professional certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. AR 123/2022 s7;82/2026 Term of interim professional certificate 8 (1) Unless an extension is granted under section 9, an interim professional certificate expires on the earlier of (a) August 31 of the 3rd year following the year in which it is issued, or (b) a date prescribed by the Registrar at the time it is issued. (2) The issuance of a permanent professional certificate to a teacher cancels the teacher’s interim professional certificate. AR 123/2022 s8;82/2026 Reissuance or extension of interim professional certificate 9 (1) Where a teacher’s interim professional certificate has expired or is about to expire, an officer may recommend to the Registrar that the interim professional certificate be reissued or that the term of the interim professional certificate be extended. (2) The Registrar may reissue an interim professional certificate or extend the term of an interim professional certificate only if the application is accompanied by a statement from the officer who made the recommendation under subsection (1) indicating that the officer is satisfied that the applicant has the ability to meet the Teaching Quality Standard. (3) An interim professional certificate may be reissued or its term may be extended to August 31 of the 3rd year following the year in which it was issued. (4) An interim professional certificate may be reissued or its term may be extended as many times as the Registrar considers appropriate. Requirements for permanent professional certificate 10 (1) The Registrar may issue a permanent professional certificate to an applicant who (a) holds an interim professional certificate, (a.1) has completed, while holding an interim professional certificate, conditional teacher certificate or developmental teacher certificate, the equivalent of 2 school years, as described in section 60 of the Act, (i) of full‑time teaching experience in a setting where the courses, programs of study and learning and teaching resources are prescribed, authorized or approved under section 18(1) of the Act in (A) a school in Alberta, (B) an institution operated or approved by the Minister, or (C) a comprehensive community college, polytechnic institution or private post‑secondary institution as defined in the Post‑secondary Learning Act, or (ii) of related professional experience acceptable to the Registrar, (b) declares in writing that the applicant meets the Teaching Quality Standard, and (c) provides the Registrar with a recommendation under section 11 indicating that the applicant meets the Teaching Quality Standard. (2) The Registrar may issue a permanent professional certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. AR 123/2022 s10;82/2026 Recommendation respecting permanent professional certificate 11 (1) Where an individual has completed the requirements of section 10(1)(a.1), (a) the designated officer for the school, institution, comprehensive community college, polytechnic institution or private post‑secondary institution at which the individual completed the requirements, in the case of the requirements of section 10(1)(a.1)(i), or (b) a person satisfactory to the Registrar, in the case of the requirements of section 10(1)(a.1)(ii), shall provide to the individual and to the Registrar a recommendation in the form required by the Minister. (2) A recommendation under this section must indicate that the individual (a) meets the Teaching Quality Standard, or (b) does not meet the Teaching Quality Standard, in which case the recommendation must include reasons. (3) A recommendation under this section must be provided by August 31 of the year in which the individual completes the requirements of section 10(1)(a.1). (4) A recommendation relating to an individual who has completed the requirements of section 10(1)(a.1)(ii) must indicate how the professional experience obtained by the individual is related to the quality of teaching provided by the individual to students. (5) This section applies whether or not an individual who has completed the requirements of section 10(1)(a.1) applies to the Registrar for a permanent professional certificate. AR 123/2022 s11;82/2026 Conditional Teacher Certificate Application for conditional teacher certificate 11.1 (1) If an individual applies under section 6 for the issuance of an interim professional certificate and the Registrar refuses the issuance, the Registrar may consider the application to be an application for the issuance of a conditional teacher certificate made by the individual under this subsection. (2) An individual may, in the form and manner required by the Minister, apply to the Registrar for (a) the reissuance of a conditional teacher certificate, or (b) an extension of the term of a conditional teacher certificate. (3) If an application is considered to be made under subsection (1) or is made under subsection (2) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. AR 82/2026 s10 Requirements for conditional teacher certificate 11.2 (1) The Registrar may issue a conditional teacher certificate to an applicant (a) to whom the Registrar has refused under section 18(1)(a)(i) or (iv) to issue an interim professional certificate, (b) who holds a degree acceptable to the Minister in education or in any other field from an institution outside Canada approved by the Minister, if the degree (i) includes or is supplemented with a basic professional teacher preparation program acceptable to the Minister, and (ii) meets the requirements for professional teacher certification in the jurisdiction where the degree or the basic professional teacher preparation program was completed, (c) who has completed course work, prescribed by the Registrar, respecting the Teaching Quality Standard and the code of professional conduct, and (d) who is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada. (2) An application for a conditional teacher certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Teaching Quality Standard, and (b) proof satisfactory to the Registrar that (i) the applicant holds, or once held, a teaching authority from the jurisdiction where the applicant initially completed a basic professional teacher preparation program, and (ii) the teaching authority has not been suspended or cancelled, and (c) any other proof that the Registrar requires. (3) The Registrar may issue a conditional teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (4) The Registrar may attach to a conditional teacher certificate (a) the requirement to complete the practicums and course work that the Registrar considers appropriate, and (b) any other terms and conditions that the Registrar considers appropriate. AR 82/2026 s10 Issuance of interim professional certificate to conditional teacher certificate holder 11.3 (1) Notwithstanding sections 6 and 7, the Registrar may issue an interim professional certificate to a teacher who holds a conditional teacher certificate if the Registrar is satisfied that the teacher meets (a) the requirements for an interim professional certificate set out in section 7(3)(a) and (5), (b) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the conditional teacher certificate under section 11.2(4)(a), and (c) the other terms and conditions, if any, attached to the conditional teacher certificate under section 11.2(4)(b). (2) A teacher to whom an interim professional certificate is issued under subsection (1) is considered to have academic qualifications equivalent to the requirements of a Bachelor of Education degree. AR 82/2026 s10 Term of conditional teacher certificate 11.4 (1) Unless an extension is granted under section 11.5, a conditional teacher certificate expires on the earlier of (a) August 31 of the 3rd year following the year in which it is issued, or (b) a date prescribed by the Registrar at the time it is issued. (2) The issuance of an interim professional certificate to a teacher cancels the teacher’s conditional teacher certificate. AR 82/2026 s10 Reissuance or extension of conditional teacher certificate 11.5 (1) Where a teacher’s conditional teacher certificate has expired or is about to expire, an officer may recommend to the Registrar that the conditional teacher certificate be reissued or that the term of the conditional teacher certificate be extended. (2) The Registrar may reissue a conditional teacher certificate or extend the term of a conditional teacher certificate only if the application is accompanied by (a) a statement from the officer who made the recommendation under subsection (1) indicating that the officer is satisfied that the applicant has the ability to meet the Teaching Quality Standard, and (b) proof satisfactory to the Registrar of the applicant’s progress toward meeting (i) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the conditional teacher certificate under section 11.2(4)(a), and (ii) the other terms and conditions, if any, attached to the conditional teacher certificate under section 11.2(4)(b). (3) A conditional teacher certificate may be reissued or its term may be extended to August 31 of the 3rd year following the year in which it was reissued or extended. (4) A conditional teacher certificate may be reissued or its term may be extended as many times as the Registrar considers appropriate. AR 82/2026 s10 Developmental Teacher Certificate Application for developmental teacher certificate 11.6 (1) An individual may, in the form and manner required by the Minister, apply to the Registrar for (a) the issuance or reissuance of a developmental teacher certificate, or (b) an extension of the term of a developmental teacher certificate. (2) If an application is made under subsection (1) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. AR 82/2026 s10 Requirements for developmental teacher certificate 11.7 (1) The Registrar may issue a developmental teacher certificate to an applicant who (a) is, in the Registrar’s opinion, enrolled in the final year of a Bachelor of Education degree program, (b) has completed, at an institution approved by the Minister, practicums acceptable to the Registrar, (c) has completed course work, prescribed by the Registrar, respecting the Teaching Quality Standard and the code of professional conduct, and (d) is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada. (2) An application for a developmental teacher certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Teaching Quality Standard, (b) a written statement from a designated officer of an institution in Alberta that is approved by the Minister and that offers a basic professional teacher preparation program, indicating that the applicant is enrolled to complete a Bachelor of Education degree, (c) an official transcript of the applicant’s academic record sent directly to the Registrar from the institution at which the applicant is enrolled to complete a Bachelor of Education degree, and (d) any other proof that the Registrar requires. (3) The Registrar may issue a developmental teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (4) The Registrar may attach to a developmental teacher certificate (a) the requirement to complete the practicums and course work that the Registrar considers appropriate, and (b) any other terms and conditions that the Registrar considers appropriate. AR 82/2026 s10 Issuance of interim professional certificate to developmental teacher certificate holder 11.8 Notwithstanding sections 6 and 7, the Registrar may issue an interim professional certificate to a teacher who holds a developmental teacher certificate if the Registrar is satisfied that the teacher meets (a) the requirements for an interim professional certificate set out in section 7(1)(a)(i), (3) and (5), (b) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the developmental teacher certificate under section 11.7(4)(a), and (c) the other terms and conditions, if any, attached to the developmental teacher certificate under section 11.7(4)(b). AR 82/2026 s10 Term of developmental teacher certificate 11.9 (1) Unless an extension is granted under section 11.91, a developmental teacher certificate expires on the earlier of (a) one year from the date on which it is issued, or (b) a date prescribed by the Registrar at the time it is issued. (2) The issuance of an interim professional certificate to a teacher cancels the teacher’s developmental teacher certificate. AR 82/2026 s10 Reissuance or extension of developmental teacher certificate 11.91 (1) Where a teacher’s developmental teacher certificate has expired or is about to expire, an officer may recommend to the Registrar that the developmental teacher certificate be reissued or that the term of the developmental teacher certificate be extended. (2) The Registrar may reissue a developmental teacher certificate or extend the term of a developmental teacher certificate only if the application is accompanied by (a) a statement from the officer who made the recommendation under subsection (1) indicating that the officer is satisfied that the applicant has the ability to meet the Teaching Quality Standard, (b) proof satisfactory to the Registrar of the applicant’s progress toward completing the requirements of a Bachelor of Education degree, and (c) proof satisfactory to the Registrar of the applicant’s progress toward meeting (i) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the developmental teacher certificate under section 11.7(4)(a), and (ii) the other terms and conditions, if any, attached to the developmental teacher certificate under section 11.7(4)(b). (3) A developmental teacher certificate may be reissued or its term may be extended only once and for a maximum of 120 days. AR 82/2026 s10 Interim and Permanent Specialized Teacher Certificates Application for interim or permanent specialized teacher certificate 11.92 (1) An individual may, in the form and manner required by the Minister, apply to the Registrar for (a) the issuance or reissuance of an interim specialized teacher certificate or a permanent specialized teacher certificate, or (b) an extension of the term of an interim specialized teacher certificate. (2) If an application is made under subsection (1) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. AR 82/2026 s10 Requirements for interim specialized teacher certificate 11.93 (1) The Registrar may issue an interim specialized teacher certificate to an applicant who (a) holds (i) a diploma acceptable to the Minister from an institution approved by the Minister, if (A) the diploma is granted in accordance with a program of study approved under the Post‑secondary Learning Act or is determined by the Minister to be equivalent to a diploma granted in accordance with a program of study approved under that Act , and (B) the subject ­ matter or specialization of the diploma is acceptable to the Minister and is determined by the Registrar to align with a course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act, or (ii) a degree acceptable to the Minister from an institution approved by the Minister, if (A) the degree is granted in accordance with a program of study approved under the Post‑secondary Learning Act or is determined by the Minister to be equivalent to a degree granted in accordance with a program of study approved under that Act, and (B) the major or first‑level specialization of the degree is acceptable to the Minister and is determined by the Registrar to align with a course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act, (b) provides proof satisfactory to the Registrar of at least 5 years of (i) academic qualifications described in clause (a), or (ii) a combination of academic qualifications described in clause (a) and professional work experience, if the professional work experience (A) is acceptable to the Registrar and related to the subject ­ matter or specialization of the diploma referred to in clause (a)(i)(B) or the major or first‑level specialization of the degree referred to in clause (a)(ii)(B), as applicable, and (B) occurred after the applicant was granted the degree or diploma, as applicable, referred to in clause (a), (c) has completed, at an institution approved by the Minister, practicums and course work prescribed by the Registrar, (d) has completed course work, prescribed by the Registrar, respecting the Teaching Quality Standard and the code of professional conduct, and (e) is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada. (2) An application for an interim specialized teacher certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Teaching Quality Standard, (b) a written statement from a designated officer of the institution at which the applicant completed the practicums and course work referred to in subsection (1)(c) indicating that the applicant (i) completed those practicums and course work, and (ii) has the ability to meet the Teaching Quality Standard, and (c) any other proof that the Registrar requires. (3) The Registrar may issue an interim specialized teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (4) The Registrar may attach to an interim specialized teacher certificate (a) the requirement to complete the practicums and course work that the Registrar considers appropriate, and (b) any other terms and conditions that the Registrar considers appropriate. AR 82/2026 s10 Limitations on interim specialized teacher certificate 11.94 (1) A teacher who holds an interim specialized teacher certificate is limited to teaching students in Grades 7 to 12 in (a) the subject‑matter or specialization of the teacher’s diploma referred to in section 11.93(1)(a)(i)(B) or the major or first‑level specialization of the teacher’s degree referred to in section 11.93(1)(a)(ii)(B), as applicable , and (b) the course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act with which the Registrar has determined the subject‑matter or specialization of the teacher’s diploma referred to in section 11.93(1)(a)(i)(B) or the major or first‑level specialization of the teacher’s degree referred to in section 11.93(1)(a)(ii)(B), as applicable, aligns. (2) A teacher who holds an interim specialized teacher certificate must, for at least 3 months from the date the teacher starts teaching under the authority of the interim specialized teacher certificate, be supervised when teaching (a) by a teacher who holds a temporary leadership certificate or permanent leadership certificate, and (b) in either of the following settings: (i) a setting where the courses, programs of study and learning and teaching resources are prescribed, authorized or approved under section 18(1) of the Act in (A) a school in Alberta, (B) an institution operated or approved by the Minister, or (C) a comprehensive community college, polytechnic institution or private post‑secondary institution as defined in the Post‑secondary Learning Act ; (ii) another professional setting acceptable to the Registrar. AR 82/2026 s10 Term of interim specialized teacher certificate 11.95 (1) Unless an extension is granted under section 11.96, an interim specialized teacher certificate expires on the earlier of (a) August 31 of the 3rd year following the year in which it is issued, or (b) a date prescribed by the Registrar at the time it is issued. (2) The issuance of a permanent specialized teacher certificate to a teacher cancels the teacher’s interim specialized teacher certificate. AR 82/2026 s10 Reissuance or extension of interim specialized teacher certificate 11.96 (1) Where a teacher’s interim specialized teacher certificate has expired or is about to expire, an officer may recommend to the Registrar that the interim specialized teacher certificate be reissued or that the term of the interim specialized teacher certificate be extended. (2) The Registrar may reissue an interim specialized teacher certificate or extend the term of an interim specialized teacher certificate only if the application is accompanied by (a) a statement from the officer who made the recommendation under subsection (1) indicating that the officer is satisfied that the applicant has the ability to meet the Teaching Quality Standard, and (b) proof satisfactory to the Registrar of the applicant’s progress toward meeting (i) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the interim specialized teacher certificate under section 11.93(4)(a), and (ii) the other terms and conditions, if any, attached to the interim specialized teacher certificate under section 11.93(4)(b). (3) An interim specialized teacher certificate may be reissued or its term may be extended to August 31 of the 3rd year following the year in which it was reissued or extended. (4) An interim specialized teacher certificate may be reissued or its term may be extended as many times as the Registrar considers appropriate. AR 82/2026 s10 Requirements for permanent specialized teacher certificate 11.97 (1) The Registrar may issue a permanent specialized teacher certificate to a teacher who (a) holds an interim specialized teacher certificate, (b) has completed, while holding an interim specialized teacher certificate, the equivalent of 2 school years, as described in section 60 of the Act, (i) of full‑time teaching experience in a setting where the courses and programs of study are prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act in (A) a school in Alberta, (B) an institution operated or approved by the Minister, or (C) a comprehensive community college, polytechnic institution or private post‑secondary institution as defined in the Post‑secondary Learning Act , or (ii) of related professional experience acceptable to the Registrar, (c) provides proof satisfactory to the Registrar that the teacher meets (i) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the interim specialized teacher certificate under section 11.93(4)(a), and (ii) the other terms and conditions, if any, attached to the interim specialized teacher certificate under section 11.93(4)(b), (d) declares in writing that the teacher meets the Teaching Quality Standard, and (e) provides the Registrar with a recommendation under section 11.98 indicating that the teacher meets the Teaching Quality Standard. (2) The Registrar may issue a permanent specialized teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (3) The Registrar may attach to a permanent specialized teacher certificate any terms and conditions that the Registrar considers appropriate. (4) The issuance of an interim professional certificate to a teacher cancels the teacher’s permanent specialized teacher certificate. AR 82/2026 s10 Recommendation respecting permanent specialized teacher certificate 11.98 (1) Where an individual has completed the requirements of section 11.97(1)(b), (a) the designated officer for the school, institution, comprehensive community college, polytechnic institution or private post‑secondary institution at which the individual completed the requirements, in the case of the requirements of section 11.97(1)(b)(i), or (b) a person satisfactory to the Registrar, in the case of the requirements of section 11.97(1)(b)(ii), shall provide to the individual and the Registrar a recommendation in the form required by the Minister. (2) A recommendation under this section must indicate that the individual (a) meets the Teaching Quality Standard, or (b) does not meet the Teaching Quality Standard, in which case the recommendation must include reasons. (3) A recommendation under this section must be provided by August 31 of the year in which the individual completes the requirements of section 11.97(1)(b). (4) A recommendation relating to an individual who has completed the requirements of section 11.97(1)(b)(ii) must indicate how the professional experience obtained by the individual is related to the quality of teaching provided by the individual to students. (5) This section applies whether or not an individual who has completed the requirements of section 11.97(1)(b) applies to the Registrar for a permanent specialized teacher certificate. AR 82/2026 s10 Limitations on permanent specialized teacher certificate 11.99 A teacher who holds a permanent specialized teacher certificate is limited to teaching students in Grades 7 to 12 in (a) the subject‑matter or specialization of the teacher’s diploma referred to in section 11.93(1)(a)(i)(B) or the major or first‑level specialization of the teacher’s degree referred to in section 11.93(1)(a)(ii)(B), as applicable, and (b) the course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act with which the Registrar has determined the subject‑matter or specialization of the teacher’s diploma referred to in section 11.93(1)(a)(i)(B) or the major or first‑level specialization of the teacher’s degree referred to in section 11.93(1)(a)(ii)(B), as applicable, aligns. AR 82/2026 s10 Interim and Permanent Trade Teacher Certificates Application for interim or permanent trade teacher certificate 11.991 (1) An individual may, in the form and manner required by the Minister, apply to the Registrar for (a) the issuance or reissuance of an interim trade teacher certificate or a permanent trade teacher certificate, or (b) an extension of the term of an interim trade teacher certificate. (2) If an application is made under subsection (1) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. AR 82/2026 s10 Requirements for interim trade teacher certificate 11.992 (1) The Registrar may issue an interim trade teacher certificate to an applicant who (a) holds a trade certificate acceptable to the Minister, if (i) the trade certificate is, or is recognized as, a trade certificate issued under the Skilled Trades and Apprenticeship Education Act , and (ii) the trade that is the subject of the trade certificate is determined by the Registrar to align with a course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act, (b) has completed, at an institution approved by the Minister, practicums and course work prescribed by the Registrar, (c) has completed course work, prescribed by the Registrar, respecting the Teaching Quality Standard and the code of professional conduct, and (d) is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada. (2) An application for an interim trade teacher certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Teaching Quality Standard, (b) a written statement from a designated officer of the institution at which the applicant completed the practicums and course work referred to in subsection (1)(b) indicating that the applicant (i) completed those practicums and course work, and (ii) has the ability to meet the Teaching Quality Standard, and (c) any other proof that the Registrar requires. (3) The Registrar may issue an interim trade teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (4) The Registrar may attach to an interim trade teacher certificate (a) the requirement to complete the practicums and course work that the Registrar considers appropriate, and (b) any other terms and conditions that the Registrar considers appropriate. AR 82/2026 s10 Limitations on interim trade teacher certificate 11.993 (1) A teacher who holds an interim trade teacher certificate is limited to teaching students in Grades 7 to 12 in (a) the trade that is the subject of the teacher’s trade certificate referred to in section 11.992(1)(a)(ii), and (b) the course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act with which the Registrar has determined the trade that is the subject of the teacher’s trade certificate referred to in section 11.992(1)(a)(ii) aligns. (2) A teacher who holds an interim trade teacher certificate must, for at least 3 months from the date the teacher starts teaching under the authority of the interim trade teacher certificate, be supervised when teaching (a) by a teacher who holds a temporary leadership certificate or permanent leadership certificate, and (b) in either of the following settings: (i) a setting where the courses, programs of study and learning and teaching resources are prescribed, authorized or approved under section 18(1) of the Act in (A) a school in Alberta, (B) an institution operated or approved by the Minister, or (C) a comprehensive community college, polytechnic institution or private post‑secondary institution as defined in the Post‑secondary Learning Act ; (ii) another professional setting acceptable to the Registrar. (3) An interim trade teacher certificate may be reissued or its term may be extended to August 31 of the 3rd year following the year in which it was reissued or extended. (4) An interim trade teacher certificate may be reissued or its term may be extended as many times as the Registrar considers appropriate.

AR 82/2026 s10 Requirements for permanent trade teacher certificate 11.996 (1) The Registrar may issue a permanent trade teacher certificate to a teacher who (a) holds an interim trade teacher certificate, (b) has completed, while holding an interim trade teacher certificate, the equivalent of 2 school years, as described in section 60 of the Act, (i) of full‑time teaching experience in a setting where the courses and programs of study are prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act in (A) a school in Alberta, (B) an institution operated or approved by the Minister, or (C) a comprehensive community college, polytechnic institution or private post‑secondary institution as defined in the Post‑secondary Learning Act , or (ii) of related professional experience acceptable to the Registrar, (c) provides proof satisfactory to the Registrar that the teacher meets (i) the requirement, if any, to complete the practicums and course work that the Registrar considers appropriate attached to the interim trade teacher certificate under section 11.992(4)(a), and (ii) the other terms and conditions, if any, attached to the interim trade teacher certificate under section 11.992(4)(b), (d) declares in writing that the teacher meets the Teaching Quality Standard, and (e) provides the Registrar with a recommendation under section 11.997 indicating that the teacher meets the Teaching Quality Standard. (2) The Registrar may issue a permanent trade teacher certificate only to a Canadian citizen or an individual lawfully permitted to work in Canada. (3) The Registrar may attach to a permanent trade teacher certificate any terms and conditions that the Registrar considers appropriate. (4) The issuance of an interim professional certificate to a teacher cancels the teacher’s permanent trade teacher certificate. AR 82/2026 s10 Recommendation respecting permanent trade teacher certificate 11.997 (1) Where an individual has completed the requirements of section 11.996(1)(b), (a) the designated officer for the school, institution, comprehensive community college, polytechnic institution or private post‑secondary institution at which the individual completed the requirements, in the case of the requirements of section 11.996(1)(b)(i), or (b) a person satisfactory to the Registrar, in the case of the requirements of section 11.996(1)(b)(ii), shall provide to the individual and the Registrar a recommendation in the form required by the Minister. (2) A recommendation under this section must indicate that the individual (a) meets the Teaching Quality Standard, or (b) does not meet the Teaching Quality Standard, in which case the recommendation must include reasons. (3) A recommendation under this section must be provided by August 31 of the year in which the individual completes the requirements of section 11.996(1)(b). (4) A recommendation relating to an individual who has completed the requirements of section 11.996(1)(b)(ii) must indicate how the professional experience obtained by the individual is related to the quality of teaching provided by the individual to students. (5) This section applies whether or not an individual who has completed the requirements of section 11.996(1)(b) applies to the Registrar for a permanent trade teacher certificate. AR 82/2026 s10 Limitations on permanent trade teacher certificate 11.998 A teacher who holds a permanent trade teacher certificate is limited to teaching students in Grades 7 to 12 in (a) the trade that is the subject of the teacher’s trade certificate referred to in section 11.992(1)(a)(ii), and (b) the course or program of study prescribed under section 18(1)(a) of the Act or approved under section 18(1)(e) of the Act with which the Registrar has determined the trade that is the subject of the teacher’s trade certificate referred to in section 11.992(1)(a)(ii) aligns. AR 82/2026 s10 Letter of Authority Letter of authority 12 (1) The Registrar may issue a letter of authority in the manner and form determined by the Registrar to or in respect of an individual who (a) has academic and professional qualifications or technical and professional qualifications that are acceptable to the Minister, (b) is proficient, in the Registrar’s opinion, in at least one of the official languages of Canada, and (c) subject to subsection (3), is a Canadian citizen or lawfully permitted to work in Canada. (2) The Registrar may issue a letter of authority under subsection (1) (a) on the recommendation of an officer, (b) pursuant to a decision of (i) the certification appeal committee, or (ii) the Minister, or (c) on the Registrar’s own initiative. (3) The Registrar may waive the requirement set out in subsection (1)(c) if the Registrar is satisfied that the individual is not and will not be employed as a teacher in Canada during the term of the letter of authority. (4) The Registrar may attach to a letter of authority any terms and conditions that the Registrar considers appropriate. AR 123/2022 s12;82/2026 Permanent Leadership and Superintendent Leadership Certificates Application for permanent leadership or permanent superintendent leadership certificate 13 (1) An individual may, in the manner and form required by the Minister, apply to the Registrar for the issuance of (a) a permanent leadership certificate, or (b) a permanent superintendent leadership certificate. (2) If an application is made under subsection (1) and the Registrar makes a request of the applicant in writing, the Registrar may consider the application to have expired if the applicant does not respond appropriately to the request within one year following the initial date of the application. Requirements for permanent leadership certificate 14 (1) The Registrar may issue a permanent leadership certificate to an applicant who (a) holds a permanent professional certificate, and (b) has successfully completed educational requirements approved by the Minister at an institution approved by the Minister. (2) Notwithstanding subsection (1), the Registrar may issue a permanent leadership certificate to an applicant who meets the requirements of subsection (1)(a) but does not meet the requirements of subsection (1)(b) if the applicant holds the equivalent of a leadership certificate or superintendent leadership certificate from another jurisdiction that is acceptable to the Minister. (3) An application for a permanent leadership certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Leadership Quality Standard, and (b) in the case of an applicant who has met the requirements referred to in subsection (1)(b), a written statement from a designated officer of the approved institution indicating that the applicant (i) has completed the educational requirements approved by the Minister, and (ii) has the ability to meet the Leadership Quality Standard. Requirements for permanent superintendent leadership certificate 15 (1) The Registrar may issue a permanent superintendent leadership certificate to an applicant who (a) holds a permanent leadership certificate, (b) has a Bachelor of Education degree or an equivalent degree from a university of equivalent standard, (c) has a Master’s degree from a university in Alberta or from a university of equivalent standard, (d) has 3 years of experience in a school system in Alberta or in a school system of equivalent standard, and (e) has successfully completed educational requirements approved by the Minister at an institution approved by the Minister. (2) Notwithstanding subsection (1), the Registrar may issue a permanent superintendent leadership certificate to an applicant who meets the requirements of subsection (1)(a) to (d) but does not meet the requirements of subsection (1)(e) if the applicant holds the equivalent of a superintendent leadership certificate from another jurisdiction that is acceptable to the Minister. (3) An application for a permanent superintendent leadership certificate must be accompanied by (a) the applicant’s written declaration that the applicant has the ability to meet the Superintendent Leadership Quality Standard, and (b) in the case of an applicant who has met the requirements referred to in subsection (1)(e), a written statement from a designated officer of the approved institution indicating that the applicant (i) has completed the educational requirements approved by the Minister, and (ii) has the ability to meet the Superintendent Leadership Quality Standard. Temporary Leadership and Superintendent Leadership Certificates Temporary leadership certificate 16 (1) The Registrar may issue a temporary leadership certificate in the manner and form determined by the Registrar to or in respect of (a) an individual who (i) holds a teaching certificate other than a conditional teacher certificate, developmental teacher certificate, interim specialized teacher certificate, permanent specialized teacher certificate, interim trade teacher certificate or permanent trade teacher certificate, and (ii) subject to subsection (3), the Registrar is satisfied (A) is to be designated (I) as a principal under section 202 of the Act, (II) as an acting principal under section 203 of the Act, (III) as a principal of a funded independent school under the Independent Schools Regulation, or (IV) as a principal of an institution approved by the Minister, or (B) is to be appointed or reappointed as a superintendent of schools or appointed as an acting superintendent under section 222 of the Act, or (b) an individual who (i) holds a teaching certificate other than a conditional teacher certificate, developmental teacher certificate, interim specialized teacher certificate, permanent specialized teacher certificate, interim trade teacher certificate or permanent trade teacher certificate, and (ii) holds the equivalent of a leadership certificate or a superintendent leadership certificate from another jurisdiction that is acceptable to the Minister. (2) The Registrar may issue a temporary leadership certificate under subsection (1) (a) on the recommendation of an officer, (b) pursuant to a decision of (i) the certification appeal committee, or (ii) the Minister, or (c) on the Registrar’s own initiative. (3) Subsection (1)(a)(ii) does not apply in a case in which a temporary leadership certificate is issued on the cancellation of a permanent leadership certificate. (4) The Registrar may attach to a temporary leadership certificate any terms and conditions that the Registrar considers appropriate. AR 123/2022 s16;136/2025;82/2026 Temporary superintendent leadership certificate 17 (1) The Registrar may issue a temporary superintendent leadership certificate in the manner and form determined by the Registrar to or in respect of (a) an individual who (i) holds a leadership certificate, (ii) has a Bachelor of Education degree or an equivalent degree from a university of equivalent standard, (iii) has a Master’s degree from a university in Alberta or from a university of equivalent standard, (iv) has 3 years of experience in a school system in Alberta or in a school system of equivalent standard, and (v) subject to subsection (3), the Registrar is satisfied is to be appointed or reappointed as a superintendent of schools or appointed as an acting superintendent under section 222 of the Act, or (b) an individual who (i) holds a leadership certificate, and (ii) holds the equivalent of a superintendent leadership certificate from another jurisdiction that is acceptable to the Minister. (2) The Registrar may issue a temporary superintendent leadership certificate under subsection (1) (a) on the recommendation of an officer, (b) pursuant to a decision of (i) the certification appeal committee, or (ii) the Minister, or (c) on the Registrar’s own initiative. (3) Subsection (1)(a)(v) does not apply in a case in which a temporary superintendent leadership certificate is issued on the cancellation of a permanent superintendent leadership certificate. (4) The Registrar may attach to a temporary superintendent leadership certificate any terms and conditions that the Registrar considers appropriate. AR 123/2022 s17;82/2026 Refusal to Issue, Reissue or Extend Refusal to issue, reissue or extend 18 (1) The Registrar may refuse to issue or reissue, or to extend the term of, an interim professional certificate, conditional teacher certificate, developmental teacher certificate, interim specialized teacher certificate, permanent specialized teacher certificate, interim trade teacher certificate or permanent trade teacher certificate (a) if the applicant (i) does not meet the requirements of this Part for the certificate, (ii) has committed an act that resulted in the applicant’s conviction of an indictable offence in Canada or an equivalent conviction in a jurisdiction outside Canada, (iii) held a certificate, or a document equivalent to a certificate issued in another jurisdiction, that has been suspended or cancelled as a result of professional incompetence or unprofessional conduct, (iv) has previously been refused the issuance or reissuance of the certificate or an extension of the term of the certificate, or (v) submits an application or accompanying document that is false or misleading, or (b) if the Registrar believes that it is not appropriate to issue or reissue, or to extend the term of, the certificate. (2) The Registrar may refuse to issue a permanent professional certificate, a leadership certificate or a superintendent leadership certificate (a) if the applicant does not meet the requirements of this Part for the certificate, or (b) if the Registrar believes that it is not appropriate to issue the certificate. (3) The Registrar may refuse to issue a certificate, reissue a certificate or extend the term of a certificate if the Registrar is aware of any conduct on the part of the applicant that is, at the time the Registrar is reviewing the application for the issuance, reissuance or extension of the certificate under this Part, or is otherwise considering issuing a certificate, the subject of a complaint. AR 123/2022 s18;82/2026 Written decision 19 The Registrar shall make a written decision that includes reasons and shall provide a copy of the decision to the applicant (a) with respect to an application under this Part, or (b) on otherwise issuing or refusing to issue or extend the term of a certificate, including issuing a certificate of a different class than the certificate requested. AR 123/2022 s19;82/2026 Appeal to Certification Appeal Committee Appeal to certification appeal committee 20 (1) Subject to section 34(2), an applicant for a certificate or a teacher or teacher leader who is directly affected by a decision of the Registrar may appeal the decision by providing a written notice of appeal to the chair of the certification appeal committee. (2) A notice of appeal must be received by the chair of the certification appeal committee not more than 30 days after the date on which the decision of the Registrar is provided to the appellant. (3) A notice of appeal must (a) describe the decision being appealed, and (b) state the reasons for the appeal. (4) Payment of the prescribed fee must accompany the notice of appeal. (5) The chair of the certification appeal committee shall set the date, time and location of the appeal. (6) At least 15 days before the date of the appeal, the chair of the certification appeal committee shall (a) serve on the appellant and provide to the Registrar a notice setting out the date, time and location of the appeal, and (b) notify (i) the appellant and the Registrar of their right to make written and oral representations to the certification appeal committee, and (ii) the appellant that the appeal may proceed in the appellant’s absence if the appellant does not appear. (7) No appeal may be commenced under this section (a) if there is an investigation or proceeding pending or underway in Alberta or elsewhere that may result in a certificate or a document equivalent to a certificate issued in another jurisdiction held by the appellant being suspended or cancelled or not being reissued, (b) where the Registrar’s decision is based on the failure by the appellant to provide (i) the statement referred to in section 7(3)(b), 11.7(2)(b), 11.93(2)(b), 11.992(2)(b), 14(3)(b) or 15(3)(b), (ii) proof referred to in section 7(4) or 11.2(2)(b) or (c), or (iii) proof that the appellant is a Canadian citizen or an individual lawfully permitted to work in Canada, or on the insufficiency of the statement or proof, or (c) where the Registrar’s decision is based on (i) a finding or recommendation of a hearing committee or its equivalent or an appeal committee or its equivalent under (A) the Act, (B) a former Teaching Profession Act, or (C) a former Practice Review of Teachers and Teacher Leaders Regulation, or (ii) a decision of the Minister (A) with respect to a recommendation of a hearing committee or its equivalent or an appeal committee or its equivalent under (I) section 225.9997 of the Act, (II) a former Teaching Profession Act, or (III) a former Practice Review of Teachers and Teacher Leaders Regulation, or or (B) with respect to a recommendation to cancel a certificate where a report has confirmed a conviction for a prescribed offence under (I) section 225.991of the Act, (II) a former Teaching Profession Act, or (III) a former Practice Review of Teachers and Teacher Leaders Regulation. AR 123/2022 s20;134/2025;82/2026 Proceedings before the Certification Appeal Committee Certification appeal committee 21 (1) At a hearing before the certification appeal committee, the appellant and the Registrar (a) may appear and be represented by counsel or any other individual, and (b) may make written or oral submissions. (2) A hearing before the certification appeal committee, must be open to the public unless, in the opinion of the committee, the interests of any person other than the appellant may be detrimentally affected if the hearing is not held in private. (3) Evidence may be given before the certification appeal committee in any manner that the committee considers appropriate, and the committee is not bound by the laws of evidence applicable to judicial proceedings. (4) The certification appeal committee may grant adjournments of the proceedings or reserve the determination of the matters before it for a future meeting of the committee. (5) The certification appeal committee may, on proof of service of the notice referred to in section 20(6)(a), proceed with the hearing in the absence of the appellant. (6) The certification appeal committee may uphold, overrule or vary, with or without conditions, a decision or recommendation of the Registrar. Decision on appeal 22 (1) The certification appeal committee shall make a written decision that includes reasons. (2) The chair of the certification appeal committee shall forthwith provide a copy of the decision to the appellant, the Registrar and the Minister. Decision final 23 The decision of the certification appeal committee is final. Implementing decisions 24 The Registrar shall take whatever action the Registrar considers appropriate to implement a decision of the certification appeal committee. Costs 25 The appellant is responsible for the payment of all costs incurred (a) by the appellant and the appellant’s counsel or other representative, (b) by witnesses appearing on behalf of the appellant, and (c) in the production of documents, papers, notes, records and other materials or things produced on behalf of the appellant. Powers of the Minister Powers relating to certificates 26 If the Minister considers it appropriate to do so, the Minister may, with or without conditions, (a) issue or reissue a certificate or extend the term of a certificate, (b) refuse to issue or reissue a certificate or to extend the term of a certificate, (c) suspend or cancel a certificate, or (d) reinstate a cancelled or suspended certificate. Cancellation on request 27 The Minister may cancel a certificate on receiving from the holder a written request that sets out the reason for requesting the cancellation. Decision final 28 A decision of the Minister under section 26, 27 or 29 is final. Implementing decisions 29 (1) In this section, “former Regulation” means this Regulation as it read immediately on the coming into force of this Part or Part 2. (2) The Minister may take whatever action the Minister considers appropriate (a) to implement a decision under this Part or a former Regulation, or (b) to make public a decision under this Part or a former Regulation. Fees 30 (1) The Minister may set fees (a) for services provided by the Registrar, (b) for the filing of appeals, and (c) for any other services relating to certificates. (2) The Minister may waive or reduce a fee referred to in subsection (1). (3) The Minister may decide by whom a fee referred to in subsection (1) is to be paid. Powers of the Registrar Power to investigate and collect information 31 (1) The Registrar may look into and collect information about any matter in the course of carrying out the Registrar’s powers and duties under this Part. (2) In the course of acting under subsection (1), the Registrar may (a) request and collect personal information, records of credentials, records of criminal convictions and information about record suspensions and pardons and any other information and records the Registrar considers relevant, and (b) conduct interviews and keep records. Registry 32 (1) The Registrar shall establish and maintain a registry of information, including personal information, in respect of individuals who (a) apply for a certificate, (b) request an evaluation of their credentials, (c) are officers, (d) hold a certificate, or (e) held a certificate in Alberta or a document equivalent to a certificate issued in another jurisdiction that has expired or been suspended or cancelled. (2) A teacher or teacher leader who has changed the teacher’s or teacher leader’s name while holding a certificate shall provide the Registrar with evidence of the change in name in the form prescribed by the Registrar. (3) A teacher or teacher leader shall, on the request of and in the form prescribed by the Registrar, provide to the Registrar any information about the teacher or teacher leader the Registrar considers necessary to maintain the accuracy and completeness of the registry. Information about teacher and teacher leader development 33 (1) In this section, “non‑identifying information” means information from which it is impossible to ascertain the identity of the individual who is the subject of the information. (2) The Registrar may collect and disclose non‑identifying information about teacher preparation, teacher leader preparation, teacher professional development and teacher leader professional development in Alberta, and that information shall be kept separate from (a) the registry, and (b) any other information maintained by the Registrar about an individual. Disclosure of information 34 (1) In this section, (a) “panel member” means panel member as defined in section 225.1(p) of the Act; (b) “proceeding” includes a proceeding under a former Practice Review of Teachers and Teacher Leaders Regulation or a former Teaching Profession Act. (2) The Registrar may disclose (a) to the following committees information, including personal information, and records that, in the Registrar’s opinion, should be submitted to the committee: (i) the certification appeal committee; (ii) a hearing committee or appeal committee established under the Act; (iii) a hearing committee or its equivalent or an appeal committee or its equivalent established under a former Teaching Profession Act or a former Practice Review of Teachers and Teacher Leaders Regulation in respect of a proceeding that is pending or underway on the coming into force of this section, (b) to an investigator information, including personal information, and records that, in the Registrar’s opinion, should be submitted to an investigator under (i) the Act, or (ii) a former Teaching Profession Act or a former Practice Review of Teachers and Teacher Leaders Regulation in respect of an investigation that is pending or underway on the coming into force of this section, (c) to a panel member conducting a mediation process under section 225.992 of the Act or a dispute resolution process under section 225.993 of the Act information, including personal information, and records that, in the Registrar’s opinion should be submitted to the panel member, (d) to the appropriate authority in Alberta or a jurisdiction outside Alberta information, including personal information, about whether an individual has applied for, holds or once held one or more certificates, the type of certificates and whether (i) the certificates are in good standing, have expired and may be reissued or have been suspended or cancelled and the reasons for suspension or cancellation, or (ii) there is a complaint, a report filed under section 225.99994 of the Act or a proceeding pending or underway that may result in one or more of the certificates being suspended or cancelled or not being reissued, (e) to an employer or prospective employer who is required under the Act to employ teachers or teacher leaders information, including personal information, (i) with respect to the certificates held by the teacher or teacher leader, (ii) about a teacher’s or teacher leader’s qualifications, major areas of specialization, graduate diplomas or degrees, vocational training and years of teaching or leadership experience, (iii) with respect to whether one or more of the teacher’s or teacher leader’s certificates are in good standing, have expired and may be reissued or have been suspended or cancelled and the reasons for suspension or cancellation, and (iv) with respect to whether there is a complaint, a report filed under section 225.99994 of the Act or a proceeding pending or underway that may result in one or more of the teacher’s or teacher leader’s certificates being suspended or cancelled or not being reissued, and (f) on the written request of a teacher or teacher leader, to the appropriate authority in Alberta or a jurisdiction outside Alberta a statement of standing, including personal information, about whether the teacher or teacher leader has applied for, holds or once held one or more certificates, the type of certificates and whether (i) the certificates are in good standing, have expired and may be reissued or have been suspended or cancelled and the reasons for suspension or cancellation, or (ii) there is a complaint, a report filed under section 225.99994 of the Actor a proceeding pending or underway that may result in one or more of the certificates being suspended or cancelled or not being reissued. (3) A decision of the Registrar to disclose information under subsection (2)(a), (b), (c), (d) or (e) may not be appealed under section 20. (4) A decision of the Registrar not to disclose information under subsection (2)(f) must (a) be in writing, (b) include reasons, and (c) be provided to the teacher or teacher leader who is the subject of the information. (5) A decision of the Registrar not to disclose information under subsection (2)(f) may be appealed under section 20. AR 123/2022 s34;134/2025 General Prescribed leadership and superintendent leadership certificates 35 (1) The following leadership certificates are prescribed for the purposes of sections 202(1.1) and 203(1.1) of the Act: (a) temporary leadership certificate; (b) permanent leadership certificate. (2) The following superintendent leadership certificates are prescribed for the purposes of section 222(1.1) and (1.2) of the Act: (a) temporary superintendent leadership certificate; (b) permanent superintendent leadership certificate. Signature on certificates 36 (1) A certificate must be signed (a) by the Minister or the Deputy Minister, and (b) by the Registrar. (2) The signatures required under subsection (1) may be mechanically or electronically reproduced on a certificate. Service of documents and notices 37 (1) In this section, (a) “electronic” means electronic as defined in the Electronic Transactions Act; (b) “electronic agent” means electronic agent as defined in the Electronic Transactions Act; (c) “recorded mail” means a form of document delivery by mail or courier in which receipt of the document must be acknowledged in writing. (2) When this Part requires that a document or notice be served on an individual, the document or notice is sufficiently served (a) if it is served personally on the individual or sent to the individual by recorded mail, (i) in the case of a teacher or teacher leader, at the address last shown for the teacher or teacher leader on the registry, or (ii) in the case of any other individual, at the individual’s last known address, or (b) if it is sent to the individual at an address the individual has provided as an address to which information or data may be transmitted by electronic means and (i) the electronic means used results in the receipt of a document in a form that is usable for subsequent reference, and (ii) the sender obtains or receives a confirmation that the transmission to the address of the person to be served was successfully completed. (3) Service is effected under subsection (2)(b) when the sending electronic agent obtains or receives confirmation of the successfully completed transmission. Corresponding certificates 38 (1) The Registrar may issue to a teacher or teacher leader who holds a teaching certificate listed in Column 1 of the Schedule the corresponding teaching certificate listed in Column 2 of the Schedule. (2) The Registrar may extend the range of grades that may be taught by a teacher or teacher leader who holds a teaching certificate listed in Column 2 of the Schedule. Part 2 Repealed AR 123/2022 s80. Part 3 Transitional Provisions, Repeals, Expiry and Coming into Force Transitional 79 (1) In this section, (a) “former bylaws” means the bylaws passed under section 8 of the former Teaching Profession Act as they read immediately before the coming into force of Part 2; (b) “former regulation” means the Certification of Teachers and Teacher Leaders Regulation (AR 84/2019) as it read immediately before the coming into force of Part 2; (c) “former Teaching Profession Act ” means the Teaching Profession Act as it read immediately before the coming into force of Part 2. (2) Where a hearing committee or its equivalent or an appeal committee or its equivalent under the former Teaching Profession Act or the former bylaws makes a recommendation under the former Teaching Profession Act or the former bylaws on or after the coming into force of this section in respect of a matter that commenced but had not concluded before the coming into force of this section, (a) the Minister may accept, reject or vary the recommendation under section 32 of the former regulation as if it had not been repealed, and (b) sections 31, 34 and 35 of the former regulation apply in respect of the matter as if that regulation had not been repealed. (3) Where the chair of the Certification Appeal Committee has received a notice of appeal under section 25 of the former regulation but the appeal has not concluded before the coming into force of Part 2, the appeal and any matters arising from the appeal must be concluded in accordance with the former regulation as if it had not been repealed. (4) For the purposes of subsection (3), the Registrar and the Certification Appeal Committee and its chair have the powers of the Registrar and the Certification Appeal Committee and its chair, respectively, under the former regulation as if it had not been repealed. Repeals 80 (1) Part 2 is repealed on December 31, 2022. (2) The Certification of Teachers and Teacher Leaders Regulation (AR 84/2019) is repealed. (3) The Certification of Teachers and Teacher Leaders Amendment Regulation (AR 126/2021) is repealed. Expiry 81 For the purpose of ensuring that this Regulation is reviewed for ongoing relevancy and necessity, with the option that it may be repassed in its present or an amended form following a review, this Regulation expires on August 31, 2027. Coming into force 82 (1) This Regulation, other than Part 1, comes into force on September 1, 2022. (2) Part 1 comes into force on the coming into force of section 12 of the Education (Reforming Teacher Profession Discipline) Amendment Act, 2022 .
