"electrical system" means a system used in the generation, transformation, distribution, regulation, control, supply or use of electrical power, irrespective of current or voltage characteristics, and without limitation, includes (a) illumination and power systems; (b) raceway, cable tray and busway systems; (c) fibre optic systems; (d) grounding, bonding and cathodic protection systems; (e) seismic restraint systems; (f) emergency and standby systems, including uninterruptible power supply systems, standby power generating systems and emergency lighting systems; (g) voice and data systems, such as telephone, data network, public address, audiovisual, paging and community antenna television systems; (h) signalling systems, such as fire alarm, nurse call and security systems; (i) electrical components of environmental systems, such as building automation systems and heating, ventilation and air conditioning systems; (j) systems comprised of rotating equipment, drives and associated equipment; (k) control systems, including protection devices, input and output devices, programmable logic controllers and security control and data acquisition systems; and (l) renewable energy systems, including wind, solar and water. (« système électrique ») "trade" means the trade of construction electrician. (« métier ») 1(2) [Repealed] M.R. 40/2018 M.R. 40/2018 General regulation applies 1.1 The provisions, including the definitions, of the Apprenticeship and Certification — General Regulation , Manitoba Regulation 154/2001, apply to the trade unless inconsistent with a provision of this regulation. M.R. 40/2018 Interpretation: "journeyperson" 2 To be considered a journeyperson for the purposes of the trade a person must hold both (a) a certificate of qualification in the trade or in the Trade of Industrial Electrician; and (b) a master or journeyperson electrician's licence issued under The Electricians' Licence Act . Trade is a compulsory trade 3 The trade is designated a compulsory certification trade in Manitoba. Tasks of the trade 4(1) The tasks of the trade, performed to the standard indicated in the occupational analysis, are (a) installing, testing, repairing, commissioning, maintaining, upgrading, connecting, terminating and performing preventative maintenance and diagnostic procedures on electrical systems and their electrical components in new or existing residential, commercial, institutional and industrial buildings and structures; and (b) servicing, performing preventative maintenance, and performing diagnostic testing on electrical devices associated with pneumatic, hydraulic and mechanical systems. 4(2) When practising in the trade, the following activities come within the trade: (a) interpreting blueprints, codes, regulations, specifications, material and equipment documentation, and architectural, mechanical and electrical plans; (b) using and maintaining all manner of trade-related tools and equipment; (c) performing lock out and tagging procedures; (d) servicing, performing preventative maintenance and performing diagnostic maintenance on the mechanical components of electrical equipment; (e) using rigging, hoisting and lifting equipment to move electrical components; (f) preparing holes and openings for conduits and making panel backboards. Apprenticeship levels 5 The term of apprenticeship in the trade is four levels, with each level consisting of a period of at least 12 months during which the apprentice must complete 1,800 hours of technical training and practical experience. Minimum wage rates 6(1) Subject to subsection (3), unless otherwise provided in a payment agreement or enactment that is more favourable to the apprentice, the hourly wage rate for an apprentice while undertaking practical experience must not be less than (a) during the first level, 40% of the reference wage rate; (b) during the second level, 50% of the reference wage rate; (c) during the third level, 65% of the reference wage rate; and (d) during the fourth level, 80% of the reference wage rate. 6(2) In subsection (1), "reference wage rate" means (a) the applicable minimum wage rate payable to a construction electrician under the Construction Industry Minimum Wage Regulation , Manitoba Regulation 119/2006; or (b) the prevailing wage rate per hour paid to a journeyperson who is employed on the same contract or job as the apprentice, where the wage rate of the journeyperson is not prescribed under The Construction Industry Wages Act . 6(3) [Repealed] M.R. 40/2018 M.R. 11/2007 ; 40/2018 Certification examination 7 The certification examination for the trade consists of a written interprovincial examination. Electricians' Licence Act and related trade 8 This regulation does not limit or restrict the electrical work or the restricted electrical work that (a) a person other than an apprentice may be licensed, permitted or authorized to perform under The Electricians' Licence Act ; or (b) an apprentice in the Trade of Industrial Electrician may perform. Repeal 9 The Trade of Construction Electrician Regulation , Manitoba Regulation 70/87 R, is repealed.
