"Act" means The Highway Traffic Act . («  Code  ») "traffic authority" does not include the minister. (« autorité chargée de la circulation ») M.R. 172/2022 Speed limits to be fixed in 10 km/h increments 2 A traffic authority may only fix a speed limit if the speed limit is based on an increment of 10 km/h. Minimum speed limit 3 A traffic authority must not fix a speed limit of less than 20 km/h. Seasonal application 4 A traffic authority may fix a speed limit that applies seasonally during certain times of the year, but must not fix a speed limit that (a) applies only during certain days of the week; (b) applies only during certain times of day; or (c) is contingent on the presence of children or other individuals in the area to which the speed limit applies. Signage for speed limits below 50 km/h 5(1) If a traffic authority fixes a speed limit of less than 50 km/h for a portion of a highway, it must, in addition to meeting the requirements of the Act, erect a maximum speed sign on that portion of the highway at each of the following locations: (a) the point where the speed limit begins; (b) within 200 m after each intersection with a roadway, other than a back lane. 5(2) A single maximum speed sign can satisfy the requirement of clause (1)⁠(b) for more than one intersection if it is within 200 m of each intersection. 5(3) A maximum speed sign referred to in this section must face oncoming traffic and conform to the requirements for sign RB-1 in the manual of traffic control devices approved under the Traffic Control Devices Regulation , Manitoba Regulation 13/2019. M.R. 172/2022 Requirements for rule or by-law 6 A rule or by-law of a traffic authority fixing a speed limit must (a) describe any portions of highway to which the speed limit applies, either by reference to a specific highway and the points on the highway at which the speed limit begins and ends or by reference to the boundaries of a geographic area; (b) indicate whether the speed limit applies at all times or applies seasonally; (c) if the speed limit applies seasonally, indicate the day that the speed limit starts and the day that it ends in each year; and (d) be accessible to the public. Coming into force 7 This regulation comes into force on the same day that Schedule B of The Traffic and Transportation Modernization Act , S.M. 2018, c. 10, comes into force.
