Seasonal Employees Driver's Licence and Vehicle Registration Exemption Regulation, M.R. 47/2011 The Highway Traffic Act , C.C.S.M. c. H60 Regulation 47/2011 Registered April 29, 2011 bilingual version (HTML) Definitions 1 The following definitions apply in this regulation. "Act" means The Highway Traffic Act . («  Code  ») "seasonal employee" means a person who is a seasonal employee of the Department of Natural Resources and Indigenous Futures (a) in one of the following classifications under The Public Service Act : (i) Resource Officer R01 or R02, (ii) Fire Ranger FR2, FR3 or FR4; or (b) in a classification under that Act that is equivalent in terms of work duties to any of the classifications set out in clause (a). (« employé saisonnier ») M.R. 115/2025 Driver's licence exemption for certain seasonal employees 2(1) If a seasonal employee complies with subsection (2), subsections 24(1) and (1.1) and clause 173(1)⁠(a) of the Act do not apply to the employee (a) during his or her seasonal employment with the Department of Natural Resources and Indigenous Futures; and (b) for seven days after the last day of that employment. 2(2) The exemption provided for in subsection (1) applies to the seasonal employee if (a) the employee temporarily resides in Manitoba while so employed; (b) the employee (i) usually resides in (A) a province or territory of Canada or a state of the United States, or (B) a country, or a political subdivision of a country, with which the government has a subsisting arrangement or reciprocal agreement under subsection 31.1(1) of the Act, or (ii) obtains the registrar's written approval to drive and complies with any conditions the registrar imposes on the approval; (c) the employee has complied with the driver licensing laws in the place where he or she usually resides; and (d) the employee, while driving in Manitoba, has in his or her possession a valid out-of-province driving permit issued to the employee in the place where the employee usually resides and complies with any conditions or restrictions of the permit. M.R. 115/2025 Registration exemption for out-of-province vehicles of certain seasonal employees 3(1) If a seasonal employee complies with subsection (2), subsection 4.2(1) of the Act does not apply in respect of a seasonal employee's vehicle (a) during the employee's seasonal employment with the Department of Natural Resources and Indigenous Futures; and (b) for seven days after the last day of that employment. 3(2) The exemption provided for in subsection (1) applies in respect of the seasonal employee's vehicle if (a) the employee temporarily resides in Manitoba while so employed; (b) the employee usually resides in (i) a province or territory of Canada or a state of the United States, or (ii) a country, or a political subdivision of a country, with which the government has a subsisting arrangement or reciprocal agreement under subsection 31.1(1) of the Act; (c) the vehicle is registered in a jurisdiction referred to in clause (b), and the vehicle and its owner are in compliance with the vehicle registration or licensing laws of that jurisdiction; (d) the vehicle displays the number plates authorized for use on it under the laws of that jurisdiction; and (e) when the vehicle is driven or towed on a highway in Manitoba, the employee or other driver carries (i) the registration certificate and licence required under the laws of that jurisdiction, and (ii) the proof of the owner's financial responsibility required by the Act, and produces them without delay on demand by a peace officer.
