PROVINCIAL AND CANCER AUTHORITIES Provincial health authority 2 The board of Shared Health, the provincial health authority as designated by section 79.1 of the Act, is to consist of not more than 11 directors. Cancer authority 3 The board of CancerCare Manitoba, the cancer authority as designated by section 79.2 of the Act, is to consist of not more than 11 directors. INTERLAKE-EASTERN HEALTH REGION Interlake-Eastern Health Region 4(1) The Interlake-Eastern Health Region continues to be established as described in Schedule A. 4(2) The Interlake-Eastern Regional Health Authority continues to be established as the regional health authority for the Interlake-Eastern Health Region. 4(3) The board of the Interlake-Eastern Regional Health Authority is to consist of not more than 12 directors. NORTHERN HEALTH REGION Northern Health Region 5(1) The Northern Health Region continues to be established as described in Schedule B. 5(2) The Northern Regional Health Authority continues to be established as the regional health authority for the Northern Health Region. 5(3) The board of the Northern Health Authority is to consist of not more than 12 directors. PRAIRIE MOUNTAIN HEALTH REGION Prairie Mountain Health Region 6(1) The Prairie Mountain Health Region continues to be established as described in Schedule C. 6(2) Prairie Mountain Health continues to be established as the regional health authority for the Prairie Mountain Health Region. 6(3) The board of Prairie Mountain Health is to consist of not more than 12 directors. SOUTHERN HEALTH REGION Southern Health Region 7(1) The Southern Health Region continues to be established as described in Schedule D. 7(2) Southern Health-Santé Sud continues to be established as the regional health authority for the Southern Health Region. 7(3) The board of Southern Health-Santé Sud is to consist of not more than 12 directors. WINNIPEG-CHURCHILL HEALTH REGION Winnipeg-Churchill Health Region 8(1) The Winnipeg-Churchill Health Region continues to be established as described in Schedule E. 8(2) The Winnipeg Regional Health Authority continues to be established as the regional health authority for the Winnipeg-Churchill Health Region. 8(3) The board of the Winnipeg Regional Health Authority is to consist of not more than 15 directors. APPOINTMENT OF DIRECTORS Appointment of directors by minister 8.1(1) For the purpose of section 14 of the Act and subject to this section and sections 8.6 to 8.9, the minister must appoint the directors of the board of each health authority from persons nominated under section 8.4. 8.1(2) Each director must, in the opinion of the minister, have knowledge, skills or experience in an area relevant to the needs of the board. M.R. 101/2023 Revocation of appointment 8.2 The minister may, despite any by-laws of the board, revoke the appointment of a director at any time. M.R. 101/2023 Term of appointment 8.3(1) Unless the director sooner resigns or the director's appointment is sooner revoked by the minister, a director is to serve for the term specified by the minister in accordance with this section. 8.3(2) A director must not be appointed (a) for a term exceeding three years; or (b) to serve on a board for successive terms that exceed six years. 8.3(3) Despite subsection (2), the minister may extend the term of a director for up to two years beyond the six-year limit if (a) the director (i) is the chairperson of the board and remains the chairperson after the extension takes effect, or (ii) is appointed as the chairperson at the time the director's term is extended; and (b) the minister considers it advisable to do so. 8.3(4) A person who has served on the board for six consecutive years, or for a longer period if the person's term was extended under subsection (3), may be reappointed for another term or terms after an absence of one year. M.R. 101/2023 Nominations 8.4(1) Any resident of Manitoba may nominate themselves or another person or persons for appointment to the board of a health authority. 8.4(2) A resident may submit a nomination to the minister directly or to the board of the health authority. 8.4(3) A board that receives a nomination must provide it to the minister at the time specified by the minister. 8.4(4) If a by-law of the board of a health authority provides that the minister is to do so, the minister must appoint directors from nominations received from specified health corporations, health care organizations, groups or other persons. M.R. 101/2023 Notice re nominations 8.5(1) A regional health authority must take reasonable steps to ensure that the request for nominations and notice of procedures to be followed in nominating a person or persons for appointment to the board of the authority is widely communicated throughout the health region. 8.5(2) The provincial health authority and the cancer authority must take reasonable steps to ensure that the request for nominations and notice of procedures to be followed in nominating a person or persons for appointment to their respective boards is widely communicated throughout the province. 8.5(3) Each health authority must follow any directions given by the minister about the communication referred to in subsections (1) and (2). 8.5(4) If the by-laws of the board require or permit directors to be appointed from nominations received from specified health corporations, health care organizations, groups or other persons, the health authority must, in accordance with any directions given by the minister, send a request for nominations and notice of procedures for nominations to the corporations, organizations, groups or persons. 8.5(5) The request for nominations and notice of procedures for nominations to the board of each health authority must set out (a) who is ineligible for appointment to the board of the authority under sections 8.6 to 8.9; and (b) any other information that the minister may require. M.R. 101/2023 Restrictions on eligibility — general 8.6 The following persons are not eligible for appointment to the board of a health authority: (a) a person under 18 years of age; (b) the chief executive officer of the health authority; (c) a lawyer, accountant or other person who provides the authority with professional advice for remuneration; (d) any other class of persons that the minister determines to be ineligible. M.R. 101/2023 Restrictions on eligibility — regional health authority 8.7(1) In addition to the restrictions on eligibility set out in section 8.6, the following persons are not eligible for appointment to the board of a regional health authority: (a) an employee of the authority; (b) [repealed] M.R. 85/2024 ; (c) an employee of a health corporation that owns or operates a facility or program in the health region; (d) [repealed] M.R. 85/2024 ; (e) an employee of a health care organization that owns or operates a facility or program in the health region if the health care organization receives funding from the authority that is 50% or more of its total revenue in a fiscal year. 8.7(2) In subsection (1), "health corporation" means a health corporation that receives operational funding from the regional health authority for a facility or program in the health region. Limit of Township 46 to its intersection with the straight production S'ly of the E. Limit of Township 47 Range 12 WPM, thence N'ly along said straight production and the E.
