Traffic Control Devices on Crown Lands, Vehicle Identification Devices and Offence Notices Regulation, M.R. 90/89 The Public Works Act , C.C.S.M. c. P300 Regulation 90/89 Registered April 7, 1989 bilingual version (HTML) Table of Contents Section 1 Definitions 2 Interpretation 3 Control devices prescribed 4 Vehicle identification device 5 Ticket Schedule A Signs B Vehicle identification device C Ticket Definitions 1 In this regulation, "subsisting" when used in relation to a vehicle identification device issued by the minister under The Public Works Act , means a vehicle identification device that has not at the relevant time expired or been revoked; (« en vigueur ») "Uniform Traffic Control Devices For Canada" means the " Manual of Uniform Traffic Control Devices For Canada ", Third Edition (Metric Edition), January 1976 as revised from 1977 to 1985 inclusive, prepared by the Council on Uniform Traffic Control Devices For Canada and published by the Roads and Transportation Association of Canada. (« dispositifs de signalisation routière au Canada ») Interpretation 2 Despite anything in this regulation, traffic control devices in English or French, or both, may be used on Crown property. Control devices prescribed 3 Control devices in the form and with the content set out in Uniform Traffic Control Devices For Canada and on Schedule A are prescribed for erection, construction and installation on Crown property. Vehicle identification device 4 The form and content of the vehicle identification device issued to persons authorized to park on Crown property are as prescribed in Schedule B. Ticket 5(1) The form of ticket set out in Schedule C is prescribed as the form of ticket to be used in relation to the offences described in Schedule B to the Parking Hours, Fees and Offences on Crown Property Regulation , Manitoba Regulation 89/89. 5(2) A ticket in the form set out in Schedule C may be combined with a ticket provided for under another Act of the Legislature or a regulation under such an Act. M.R. 64/2001 ; 102/2017 SCHEDULE A Authorized Parking Only and Passes Only signs 1(1) An Authorized Parking Only sign indicates that no person shall park a motor vehicle in the parking area designated alphabetically on the sign unless a subsisting vehicle identification device in the form prescribed in Schedule B with the same alphabetical designation as the parking area is displayed as follows: (a) on the rearview mirror with the alphabetical designation of the area on the vehicle identification device facing the front of the vehicle if the motor vehicle is equipped with a rearview mirror; (b) with the alphabetical designation facing upward on the dashboard on a motor vehicle, other than a motorcycle or other similar vehicle, which is not equipped with a rearview mirror; (c) in a prominent place on a motorcycle or other similar motor vehicle. M.R. 183/91 1(2) The sign shall consist of a black logo, black lettering, other red letters indicating the alphabetical designation of the parking area and black border on a white background, shall be square in shape with rounded corners and shall have minimum dimensions shown on the following illustration: 1(3) A Passes Only sign may be used in conjunction with an Authorized Parking Only sign and shall consist of black lettering, other red or blue letters indicating the alphabetical designation of the parking area, and black border on a white background, shall be rectangular in shape with rounded corners and shall have minimum dimensions shown on the following illustration: M.R. 183/91 Staff Only sign 1.1(1) A Staff Only sign indicates that a person displaying a subsisting vehicle identification device may park in the area designated by the sign. M.R. 183/91 1.1(2) The sign shall consist of black lettering and border on a white background, shall be rectangular in shape with rounded corners and shall have minimum dimensions shown in the following illustration: M.R. 183/91 Visitors Only sign 2(1) A Visitors Only sign indicates that a person, other than a person whose place of work is in the building in respect of which the parking is provided, is permitted to park in the parking area designated by the sign for the shorter of (a) a reasonable period necessary to make a professional business or social purpose call and without delay to remove the vehicle from the parking area; and (b) the time displayed on the sign. 2(2) The sign shall consist of black lettering and border on a white background, shall be rectangular in shape with rounded corners and shall have minimum dimensions shown in the following illustration: Service Only sign 3(1) The Service Only sign indicates that a person performing maintenance, repair construction or delivery services to the building in respect of which the Service Only area is provided, is permitted to park a motor vehicle in the parking area designated by the sign for the shorter of (a) a reasonable period necessary to perform the service and without delay to remove the vehicle from the Service Only area; and (b) the time displayed on the sign. 3(2) The sign shall consist of black lettering and border on a white background, shall be rectangular in shape with rounded corners and shall have minimum dimensions shown in the following illustration: Reserved Parking Only sign 4(1) A Reserved Parking Only sign indicates that parking in a parking area or portion of a parking area is reserved for or assigned to such persons or classes of persons as the minister specifies. 4(2) The sign shall consist of black lettering and border on a white background, shall be rectangular in shape with rounded corners and shall have the minimum dimensions shown on the following illustration: M.R. 183/91 Fire Lane sign 5(1) A Fire Lane sign indicates that no person is permitted to stop a motor vehicle in the lane or otherwise block the lane designated by the sign. 5(2) The sign shall consist of black lettering and border on a white background, shall be rectangular in shape with rounded corners and shall have the minimum dimensions shown on the following illustration: Fire Hydrant sign 6(1) A Fire Hydrant sign indicates that no person shall park a motor vehicle within 3 meters in any direction of the fire hydrant. 6(2) The sign shall consist of black illustration and border on a white background, shall be rectangular in shape with rounded corners and shall have the minimum dimensions shown on the following illustration: Metered Parking Sign 7(1) A Metered Parking sign indicates that the metered parking is provided by the Province of Manitoba in a designated area and that a person may so long as the meter displays unexpired time park in the parking space to which the meter relates, and that a parking privilege card issued by The City of Winnipeg is not valid. M.R. 183/91 7(2) The sign shall consist of a black logo, black and red lettering and black border on a white background, shall be square in shape with rounded corners, and shall have minimum dimensions shown on the following illustration: M.R. 183/91 Staff Metered Parking Only sign 8(1) A Staff Metered Parking Only sign indicates that the metered parking facility is available only to Province of Manitoba staff in the designated area according to rate structures as specified on the meters and that a parking privilege card issued by The City of Winnipeg is not valid. M.R. 183/91 8(2) The sign shall consist of a black logo, black and red lettering, and black border on a white background, shall be square in shape with rounded corners and shall have minimum dimensions shown on the following illustration: M.R. 183/91 Ticket Parking sign 9(1) A Ticket Parking sign indicates that no person shall park a motor vehicle in the lot to which the sign relates unless a ticket from the ticket dispenser in the lot is purchased and placed on the dash of the motor vehicle. M.R. 183/91 9(2) The sign shall consist of black lettering and black border on a white background, shall be rectangular in shape with rounded corners and shall have the minimum dimensions shown in the following illustration: M.R. 183/91 Handicap Parking sign 10(1) The Handicap Parking sign indicates that no person shall park a motor vehicle in the parking area designated by the sign unless a subsisting disabled parking identification issued by the Motor Vehicles Branch is displayed. M.R. 183/91 10(2) The sign shall consist of a white logo, white lettering and white border on a blue background, shall be rectangular in shape with rounded corners and shall have minimum dimensions shown on the following illustration: M.R. 183/91 Loading Zone sign 11(1) A Loading Zone sign indicates that a person loading or unloading goods or passengers to or from the building in respect of which the loading zone is provided, is permitted to park a motor vehicle in the area designated by the sign for the shorter of: (a) a reasonable period necessary to perform the loading or unloading; and (b) the time displayed on the sign.
