Incorporation and name 2 The community of Cross Lake is incorporated. It is to be known as the Incorporated Community of Cross Lake. Boundaries 3 The boundaries of the community are as follows: All those portions of unsurveyed Township 65, Ranges 2 and 3 West of the Principal Meridian, and Ranges 3 and 4 East of the Principal Meridian, in Manitoba contained within the limits shown bordered on a plan filed in the office of the Director of Surveys at Winnipeg as No. 20440. M.R. 25/2013 COUNCIL AND ELECTIONS Council 4(1) The council of the community shall consist of five members. 4(2) A member of the community council the day before this regulation comes into force is continued as a member of council until he or she is replaced or re-elected. Elections 5(1) The mayor is to be elected by the voters of the community. 5(2) The election schedule for members of council is as follows: (a) two members to be elected in October 2010 and every four years after that; (b) three members, including the mayor, to be elected in October 2012 and every four years after that. DISPOSITION OF CROWN LAND Delegation of approval for Crown land disposition 6 The requirement that the minister approve the disposition of Crown land in the community before the disposition occurs, as set out in subsection 181(4) of The Northern Affairs Act , is delegated to the council. APPLICATION OF OTHER ACTS Application of other Acts generally 7 For certainty, the Incorporated Community of Cross Lake is subject to an Act other than The Northern Affairs Act only where the other Act is made applicable by (a) The Northern Affairs Act ; (b) this regulation; or (c) a specific reference to incorporated communities in the other Act. Application of Buildings and Mobile Homes Act 8 The Incorporated Community of Cross Lake is deemed to be a municipality for the purpose of The Buildings and Mobile Homes Act . Continuation of by-laws 9(1) Subject to subsection (2), the by-laws of the community of Cross Lake, filed in accordance with the Procedures and Delegation of By-law Making Powers Regulation (Communities that are not Incorporated) , Manitoba Regulation 253/2006, are continued as the by-laws of the community. 9(2) Each of the following by-laws continues in force and effect until 90 days after this section comes into force or until the council re-enacts it, whichever occurs first: (a) By-law No. 8/82, Closing of Road Allowance to Facilitate Registration of Subdivision Plan of Survey ; (b) By-law No. 16/2010, Election Appointment Bylaw ; (c) By-law No. 4/85, Establishment of Fire Department ; (d) By-law No. 2/92, Naming of Streets and Roads ; (e) By-law No. 7/83, Participation in the Municipal Employees Benefits Plan , as amended by By-law No. 37/85; (f) By-law No. 8/83, Participation in the Disability Part of the Municipal Employees Benefits Plan , as amended by By-law No. 46/85.
