P20 Regulation 143/96 Registered July 18, 1996 bilingual version (HTML) Definitions 1 In this regulation, "all-terrain vehicle" has the same meaning as in The Off-Road Vehicles Act ; (« véhicule tout-terrain ») "motorcycle" has the same meaning as in The Highway Traffic Act ; (« motocyclette ») "prescribed route" , "snowmobile trail" , "summer vehicle route" and "year round vehicle access road" means a prescribed route, snowmobile trail, summer vehicle route and year round vehicle access road as shown on Plan No. 19012A filed in the office of the Director of Surveys of the Department of Natural Resources and Indigenous Futures in Winnipeg; (« bretelle carrossable toute l'année », « piste de motoneige », « voie désignée » et « voie pour véhicules d'été ») "snowmobile" has the same meaning as in The Off-Road Vehicles Act ; (« motoneige ») "vehicle" means an automobile, truck, trailer, snowmobile, all-terrain vehicle, motorcycle, dirt bike and any other conveyance driven or propelled other than by human muscular power. (« véhicule ») M.R. 111/2013 ; 115/2025 Application 2 This regulation does not apply to (a) a person operating a vehicle on a provincial trunk highway or provincial road within Spruce Woods Provincial Park; or (b) the holder of a valid and subsisting big game hunting license under The Wildlife Act who has lawfully killed a big game animal within the meaning of that Act, and uses a vehicle to transport the animal by the most direct route from the place of killing to other means of transportation or out of Spruce Woods Provincial Park. Vehicle use restrictions 3 No person shall use or operate in Spruce Woods Provincial Park (a) a snowmobile unless the person (i) operates the snowmobile on a snowmobile trail during the period commencing December 1 and ending on March 31 of the following year, or (ii) is the holder of a valid and subsisting big game hunting licence under The Wildlife Act and operates the snowmobile on a prescribed route during a big game rifle hunting season; (b) an all-terrain vehicle unless the person (i) operates the vehicle on a snowmobile trail during the period commencing December 1 and ending on March 31 of the following year, or (ii) is the holder of a valid and subsisting big game hunting license under The Wildlife Act and operates the vehicle on a prescribed route during a big game rifle hunting season; (c) any vehicle, except an automobile or truck, on a summer vehicle route during the period commencing April 1 and ending on November 30 in any year; (d) a motorcycle or any two-wheeled motorized conveyance except on a year round vehicle access road; or (e) a vehicle for farming purposes unless the person operates the vehicle (i) on any vehicle route shown on Plan 19012A filed in the office of the Director of Surveys in Winnipeg, and (ii) during the period April 1 through November 30 in any year. Authorization by the minister 4(1) Nothing in this regulation prohibits the operation of a vehicle in Spruce Woods Provincial Park by a person who (a) has applied for and received from the minister or a person acting under the authority of the minister, written authorization to operate a vehicle; and (b) operates the vehicle in accordance with that authorization. Terms and conditions 4(2) An authorization under subsection (1) may be granted subject to such terms or conditions respecting the purpose, manner, location and duration of operation as may be imposed by the person giving it. Closing and opening of routes 5 The Director of Parks may by written order open or close to the public any route in Spruce Woods Provincial Park or any portion of such a route. Coming into force 6 This regulation comes into force on the proclamation of The Provincial Parks Act , S.M. 1993, c. 39.
