C168 Regulation 154/2017 Registered December 13, 2017 bilingual version (HTML) Eligibility criteria 1(1) A school is eligible for being designated as a community school if, as determined by the coordinator of the community schools unit working in conjunction with the school division, (a) at least 15% of residents and families within the school's catchment area have low incomes, as determined with reference to Statistics Canada's Survey of Labour and Income Dynamics; (b) a substantial number of pupils enrolled in the school are (i) from single parent families, or (ii) in the care of, or received services from, an agency under The Child and Family Services Act ; (c) the school experiences a significant school-to-school migration rate; (d) emerging demographic patterns within the school's catchment area demonstrate there is a reasonable likelihood that students and families will face challenges in taking advantage of the school's academic program; and (e) the overall outcomes for pupils enrolled in the school are in the lowest quartile of the applicable outcomes for all schools in Manitoba. 1(2) Under clause (1)⁠(e), overall outcomes are to be determined with reference to the following, depending on a school's grade configuration: (a) grade 3 provincial assessment results; (b) middle years provincial assessment results; (c) for grades 9 - 12, (i) on-time graduation rate of first-time grade 9 students, (ii) credit attainment in grade 9 core courses by first-time grade 9 students during their grade 9 year, and (iii) success rates in grade 12 provincial tests.
