"Act" means The Financial Administration Act . («  Loi  ») "report " means a report published by the Minister of Finance under section 80 of the Act. (« rapport ») Reporting period 2 Under section 80 of the Act, the Minister of Finance must publish — for each reporting period prescribed by regulation — reports setting out information respecting contracts for the procurement of goods or services by or on behalf of the government. For this purpose, each month is a reporting period. Time for reporting 3 A report is to be published within 21 days after the end of each reporting period. Description of subject matter — mixed goods or services 4 The description of the subject matter of a contract for both goods and services or for mixed goods or mixed services, shall identify the primary good or service procured under the contract. Types of contract 5(1) For the purpose of clause 80(1)⁠(b) of the Act, the following contract categories are established: (a) tendered; (b) sole source; (c) emergency; (d) direct award; (e) continuing service agreement. 5(2) A report shall identify the category to which each contract belongs and the rationale for the categorization. Exempt contracts 6 The following contracts are exempt from the reporting requirement in section 80 of the Act: (a) a contract for which the total expenditure from the Consolidated Fund will be less than $10,000; (b) a contract with a government agency ; (c) a contract with the Government of Canada, the government of a province or territory, a First Nation or a municipality; (d) a contract with an agency of the Government of Canada or of the government of a province or territory; (e) a contract for goods or services for the purpose of a legal proceeding; (f) an insurance contract; and (g) a contract for utilities, including phone and internet services.
