COUNCIL COMPOSITION OF CERTAIN LOWER-TIER MUNICIPALITIES - 2026-2030 TERM

Council composition, Town of Niagara-on-the-Lake 1. (1) For the term of office beginning in 2026, the council of the Town of Niagara-on-the-Lake shall be composed of the following: 1. There shall be seven members, one of whom shall be the head of council. 2. The members of council shall be elected by general vote in accordance with the Municipal Elections Act, 1996. (2) Nothing in this section limits the power of the Town of Niagara-on-the-Lake to change its council composition under section 217 of the Act for any regular election after 2026. (3) The regular election in 2026 shall be conducted as if the composition of the council of the Town of Niagara-on-the-Lake, as described in subsection (1), was already in effect. Council composition, City of Thorold 2. (1) For the term of office beginning in 2026, the council of the City of Thorold shall be composed of the following: 1. There shall be seven members, one of whom shall be the head of council. 2. The members of council shall be elected by general vote in accordance with the Municipal Elections Act, 1996. (2) Nothing in this section limits the power of the City of Thorold to change its council composition under section 217 of the Act for any regular election after 2026. (3) The regular election in 2026 shall be conducted as if the composition of the council of the City of Thorold, as described in subsection (1), was already in effect. Council composition, City of Port Colborne 3. (1) For the term of office beginning in 2026, the council of the City of Port Colborne shall be composed of the following: 1. There shall be seven members, one of whom shall be the head of council. 2. The members of council shall be elected in accordance with the Municipal Elections Act, 1996. 3. The head of council shall be elected by general vote. 4. The members of council, except the head of council, shall be elected by wards. 5. Two members of council shall be elected for each of the wards determined under section 4. (2) Nothing in this section limits the power of the City of Port Colborne to change its council composition under section 217 of the Act for any regular election after 2026. (3) The regular election in 2026 shall be conducted as if the composition of the council of the City of Port Colborne, as described in subsection (1), was already in effect. Ward boundaries, City of Port Colborne 4. (1) On the day the new council of the City of Port Colborne is organized following the 2026 municipal election, the City of Port Colborne is divided into wards as described in Schedule 1 to this Regulation. (2) For greater certainty, the City of Port Colborne may divide and redivide the municipality into wards, or dissolve existing wards, in accordance with the Act and, in that case, the ward boundaries of any such wards shall be altered or dissolved accordingly. (3) The regular election in 2026 shall be conducted as if the division of the City of Port Colborne into wards, as determined under subsection (1), was already in effect. 5. Omitted (provides for coming into force of provisions of this Regulation). Schedule 1 Ward Boundaries, City of Port Colborne 1. Ward 1 consists of the area of the City of Port Colborne contained within the following limits: 1. Beginning at a point where the centre line of Main Street West (Highway 3) intersects with the municipal boundary of the City of Port Colborne and the Township of Wainfleet, then in an easterly direction along the centre line of Main Street West to the centre line of Killaly Street West. Continuing along the centre line of Killaly Street West and then straight from the intersection of King Street and Killaly Street West to the intersection of Welland Street and Killaly Street east, excluding any portion of the intersecting island in the canal. Then continuing to Killaly Street East to the point where Killaly Street East is perpendicular with the centre line of Reuter Road, then in a southernly direction towards Reuter Road then continuing on Reuter Road until it transitions to Lakeshore Road East, then continuing south for roughly 151 meters to Lake Erie, then in a westerly direction along the shoreline to the municipal boundary between the City of Port Colborne and the Township of Wainfleet, then in a northerly direction along the municipal boundary with the Township of Wainfleet to the point of beginning. 2. Ward 2 consists of the area of the City of Port Colborne contained within the following limits: 1. Beginning in the northwest corner of the City at the point where the municipal boundary of the City of Port Colborne meets the municipal boundaries of the Township of Wainfleet and the City of Welland, then in an easterly direction along the municipal boundary between the City of Port Colborne, the City of Welland and the City of Niagara Falls to the municipal boundary between the City of Port Colborne and the Town of Fort Erie, then in a southerly direction along the municipal boundary between the City of Port Colborne and the Town of Fort Erie to Lake Erie, then in a westerly direction along the shoreline to a line extended in a southerly direction from the centre line of Reuter Road, then in a northern direction along that line to the centre line of Killaly Road East. Following the centre line of Killaly Road East to the centre line of Lorraine Road, then in a northerly direction along the centre line of Lorraine Road to the centre line of Main Street East, then in a westerly direction along the centre line of Main Street East to the centre line of Highway 140, then in a northerly direction along the centre line of Highway 140 to Second Concession Road, then west along the centre line of Second Concession Road, extending across the Welland Canal and the centre line of Barrick Road. Continuing west along the centre line of Barrick Road to the western municipal line (Port Colborne Wainfleet Townline Road), then northerly along the centre line to the point of beginning. 3. Ward 3 consists of the area of the City of Port Colborne contained within the following limits: 1. Beginning in the northwest corner of the City at the point where the municipal boundary of the City of Port Colborne meets the municipal boundaries of the Township of Wainfleet and the City of Welland, then in an easterly direction along the municipal boundary between the City of Port Colborne, the City of Welland and the City of Niagara Falls to the municipal boundary between the City of Port Colborne and the Town of Fort Erie, then in a southerly direction along the municipal boundary between the City of Port Colborne and the Town of Fort Erie to Lake Erie, then in a westerly direction along the shoreline to a line extended in a southerly direction from the centre line of Reuter Road, then in a northern direction along that line to the centre line of Killaly Road East. Following the centre line of Killaly Road East to the centre line of Lorraine Road, then in a northerly direction along the centre line of Lorraine Road to the centre line of Main Street East, then in a westerly direction along the centre line of Main Street East to the centre line of Highway 140, then in a northerly direction along the centre line of Highway 140 to Second Concession Road, then west along the centre line of Second Concession Road, extending across the Welland Canal and the centre line of Barrick Road. Continuing west along the centre line of Barrick Road to the western municipal line (Port Colborne Wainfleet Townline Road), then northerly along the centre line to the point of beginning.
