H-5, Council made the following regulations: 1. Driver Rehabilitation Program Every person whose driver’s license is cancelled under section 261 of the Highway Traffic Act R.S.P.E.I. 1988, Cap. H-5 shall attend a Driver Rehabilitation Program as prescribed by these regulations. (EC89/88) 2. Content of program The Driver Rehabilitation Program (a) shall be conducted at locations in Charlottetown, Summerside and Montague and such other locations as the Minister may direct by an employee of the Highway Safety Division appointed by the Director; (b) shall consist of (i) in the case of a first time offender, up to three hours of interviews, lectures, films and discussions or, in lieu thereof, a personal interview, (ii) in the case of a second time offender, up to eight hours of interviews, lectures, films, discussions, demonstration projects and written assignments; (c) may include such other elements for the rehabilitation of the offender as the Registrar may direct. (EC89/88) 3. Record (1) The program conductor shall create and maintain a record in respect of each person attending a program.
