H-5, Council made the following regulations: 1. Definitions In these regulations (a) “waste” means waste ordinarily accepted for garbage disposal by a municipality and includes ashes, garbage, tree limbs, leaves, refuse and domestic waste; (b) “designated area” means the area within the boundaries of the following municipalities and communities: Charlottetown Crossroads Parkdale North River Sherwood Winsloe Bunbury Union Southport Cornwall Elliot River Miltonvale Park Hillsborough Park East Royalty West Royalty (EC1029/81) 2. Load covering (1) Subject to subsection (2), where a motor vehicle, with or without a trailer attached, is carrying within the designated area a load that is waste, that portion of the load that is not enclosed by the vehicle or load container shall be covered by a covering that is made of tarpaulin, canvas, netting or other material in such manner as to confine the load within the vehicle or load container. Exceptions (2) Subsection (1) does not apply where the motor vehicle is being operated (a) in the course of collecting waste; or (b) within the limits of a highway construction contract. Offence (3) Any person who operates a motor vehicle on a highway in contravention of subsection (1) is guilty of an offence and is liable on summary conviction to a fine of not less than fifty dollars.
