F-15.2, Council made the following regulations: 1. Definitions In these regulations, (a) “Act” means the French Language Services Act R.S.P.E.I. 1988, Cap. F-15.2; (b) “traffic sign” means a traffic sign as defined in the Highway Traffic Act R.S.P.E.I. 1988, Cap. H-5, but does not include a directional sign for a tourism business under the Highway Signage Act R.S.P.E.I. 1988, Cap. H-4.1. (EC845/13) 2. Government institutions Each of the following is a government institution for the purposes of the Act and these regulations: (a) Department of Agriculture; (b) Department of Economic Development, Innovation and Trade; (c) Department of Education and Early Years; (d) Department of Environment, Energy and Climate Action; (e) Department of Finance; (f) Department of Fisheries, Tourism, Sport and Culture; (g) Department of Health and Wellness; (h) Department of Housing, Land and Communities; (i) Department of Justice and Public Safety; (j) Department of Social Development and Seniors; (k) Department of Transportation and Infrastructure; (l) Department of Workforce, Advanced Learning and Population; (m) Executive Council Office; (n) Health PEI; (o) Innovation PEI; (p) Island Regulatory and Appeals Commission; (q) Island Waste Management Corporation; c t Current to: November 8, 2025 Page 3 Section 3 French Language Services Act General Regulations (r) Prince Edward Island Human Rights Commission; (s) Prince Edward Island Liquor Control Commission; (t) Prince Edward Island Museum and Heritage Foundation; (u) Prince Edward Island Public Service Commission; (v) Workers Compensation Board of Prince Edward Island. Designated services Each service that is designated as a designated service of a government institution and any limit on the scope of the designation are described in the Schedule to these regulations. (EC845/13; 42/20) 4. Active offer A government institution shall take the following measures to make it known to the public that a designated service of the government institution is provided in a person’s choice of French or English: (a) where a designated service is provided in person, (i) oral communication respecting the designated service shall be initiated in both French and English, and (ii) signs indicating that oral communication respecting the designated service is available in both French and English shall be posted at any location where the designated service is provided; (b) where a designated service is provided by telephone, oral communication respecting the designated service shall be initiated in both French and English; (c) where a designated service is provided in writing or electronically, written or electronic materials, as the case may be, respecting the designated service shall be readily available to the public in both French and English; (d) public notices or other information available to the public about a designated service shall indicate (i) that the designated service is provided in a person’s choice of French or English, and (ii) where the scope of the designation of the service as a designated service has been limited, the nature of the limitation. The designated services of the Department of Education and Early Years and any limit on the scope of the designations are described in the following table: Table 1. – Department of Education and Early Years Column 1 Column 2 Designated Service Scope of Designation 1. All services offered in person at specified public The designation is limited to the following locations: libraries. (a) Bibliothèque publique d’Abram-Village, Abram-Village; (b) Bibliothèque publique Dr. J.-Edmond- Arsenault, Charlottetown; (c) Bibliothèque publique J.-Henri-Blanchard, Summerside. The designation is limited at each location to the services offered in person at that location. 2. Online process to do any of the following: (a) request an interlibrary loan to a public library; (b) suggest a purchase for a public library; (c) apply for a public library card; (d) register for accessible public library services; (e) request a referral to a student well-being team; (f) submit compliments or complaints respecting student well-being teams; (g) apply for confirmation of completion of the PEI School Administrator’s Leadership Program or equivalent; (h) apply for a teacher’s license (academic); (i) apply for verification of eligibility as a substitute teacher; (j) apply for regular educational assistant authorization; (k) apply for certification under the Early Learning and Child Care Act; (l) submit feedback or a complaint about early learning and child care services; (m) register for the DELF French language proficiency examination. 3. Telehealth Information Service - 811. The designation is limited to the provision of this service by telephone. 2. Online process to do any of the following: (a) apply for the generic drug program; (b) register as an organ or tissue donor. 1.2 The designated services of the Department of Social Development and Seniors and any limit on the scope of the designations are described in the following table: Table 1.2 – Department of Social Development and Seniors Column 1 Column 2 Designated Service Scope of Designation 1. 211 PEI The designation is limited to the provision of this service by telephone and, for greater certainty, does not apply to the provision of the service by text message (SMS) or online. 2. Traveller Information Service - 511. The designation is limited to the provision of this service by telephone and on the website of the Department of Transportation and Infrastructure. 2. The designation does not apply to the following types of traffic signs: (a) stop signs; (b) electronic variable message signs. The designation does not apply with respect to the following written wording on those traffic signs: (a) proper names; (b) the words “Trans Canada Highway” on Trans Canada Highway route shields. Online process to apply for a personalized license plate. 5. Process to report a road or traffic problem by email or text (SMS) message. 3. Offre active Les institutions gouvernementales prennent les mesures suivantes pour informer le public que leurs services désignés sont offerts en français ou en anglais au choix de la personne: (a) dans le cas des services désignés offerts en personne, (i) les communications orales débutent en français et en anglais; (ii) des panneaux indiquant que les communications orales sont offertes en français et en anglais sont affichés aux endroits où les services sont fournis; (b) dans le cas des services désignés offerts par téléphone, les communications orales débutent en français et en anglais; (c) dans le cas des services désignés offerts sous forme écrite ou électronique, la documentation afférente est offerte au public en français et en anglais; (d) les avis publics et les autres renseignements fournis au public au sujet des services désignés indiquent: (i) que les services sont offerts en français ou en anglais au choix de la personne; (ii) la nature des limites de la portée de leur désignation.
