Interpretation 2 In these regulations: (a) “Act” means The Public Health Act, 1994; (b) “board of certification” means the Board of Certification of Public Health Inspectors of the Canadian Institute of Public Health Inspectors; (c) “medical health officer” means a person who is registered as a member of the College of Physicians and Surgeons of the Province of Saskatchewan and who possesses: (i) a certificate or fellowship in community medicine from the Royal College of Physicians and Surgeons of Canada; (ii) a master’s degree in public health or community health; or (iii) an equivalent combination of experience and qualifications that is acceptable to the minister; (d) “public health inspector” means a person who holds: (i) a Certificate in Public Health Inspection (Canada); or (ii) a certificate that, in the opinion of the board of certification, is equivalent to the certificate mentioned in subclause (i). 3 May 1999 cP-37.1 Reg 6 s2. Classes prescribed as public health officers 3 For the purposes of subclause 2(gg)(ii) of the Act, the following classes of persons are prescribed as public health officers: (a) medical health officers; (b) public health inspectors; (c) registered nurses who are working under the direction of a designated public health officer. 3 May 1999 cP-37.1 Reg 6 s3. Certification of public health officers 4(1) For the purposes of section 9 of the Act, a person who is not a member of one of the classes set out in section 3 may apply to the minister requesting that he or she be certified as a public health officer. 4 P-37.1 REG 6 PUBLIC HEALTH OFFICERS (2) An application must be in the form required by the minister and must include: (a) information and supporting materials setting out the person’s educational background, qualifications and experience with respect to environmental health, control of communicable diseases and abatement of health hazards; (b) a statement in writing from a local authority indicating that the local authority intends to delegate specified powers of the local authority to the person if certification is granted; (c) information indicating the duties that the local authority intends the person to perform as a public health officer; and (d) any other information or material that the minister considers relevant to the application. (3) On receipt of an application, the minister shall consider the application and: (a) certify the person as a person who is qualified to act as a public health officer if the minister is satisfied with the education, qualifications and experience of the person; or (b) refuse to certify the person. (4) The minister shall provide reasons to a person whose application is refused. 3 May 1999 cP-37.1 Reg 6 s4. Qualifications of designated public health officers 5 For the purposes of clause 11(2)(b) of the Act, the qualifications of a medical health officer are prescribed as the qualifications required for a person to be designated as a designated public health officer. 3 May 1999 cP-37.1 Reg 6 s5.
