Definitions 2 In these regulations: “Act” means The Police Act, 1990; “clothing” includes all articles of uniform and accessories worn with a uniform; “commissioned officer” means a rank of a police service from inspector to chief, inclusive; “rank” means an appointment or position held in a police service from constable to chief, inclusive; “specialized uniform” means an alternative uniform worn during: (a) training; (b) specialized services operations, including the following: (i) police communications; (ii) detention; (iii) forensic identification; (iv) bike patrol; (v) motorcycle patrol; (vi) crowd management and public order; “uniform” means, unless the context requires otherwise, a basic working uniform worn during a normal tour of duty. 1 Sep 2017 SR 95/2017 s3; 4 Oct 2024 SR 76/2024 s3. Application 3 These regulations apply to all police services established pursuant to the Act and supersede any regulation or order governing a police service in matters covered by these regulations that is inconsistent with them. 8 Nov 91 cP-15.01 Reg 1 s3; 1 Sep 2017 SR 95/2017 s4. 4 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 PART II Uniforms and Accessories For all ranks 4(1) Uniforms for all ranks are to include the following items: (a) tunic; (b) trousers; (c) shirt, long or short sleeve; (d) tie, clip-on style; (e) tie-clip; (f) black, closed-toe footwear; (g) forage cap; (h) weather-appropriate headwear; (i) police baseball cap; (j) gloves; (k) weather-appropriate jacket; (l) standard issue coats and rainwear, but with respect to commissioned officers, coats and rainwear that are: (i) trench-coat style; and (ii) knee length; (m) socks. (2) Accessories for all ranks are to include the following: (a) forage cap badge; (b) badge; (c) gloves, white nylon or cotton and black leather unlined gloves for commissioned officers; (d) belt, waist; (e) lanyard, nylon; (f) service and rank insignias; (g) plastic cap cover; (h) equipment belt; (i) holster; (j) handcuff pouch; 5 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 (k) if the member has been issued a pistol: (i) double-magazine carrier, vertical or horizontal mount, except in the case of a plain clothes member; and (ii) single-magazine carrier, in the case of a plain clothes member; (l) badge and identification card holder; (m) shoulder flash may be included in accessories for commissioned officers and may be of a distinctive design for commissioned officers of police services with more than five sworn personnel. (3) The following items of clothing and accessories are optional and are to be supplied if required by a member in the performance of duty: (a) task-appropriate gloves; (b) flashlight; (c) sweater; (d) equipment pouches; (e) helmet, breeches and boots or leggings to be used by members assigned to motorcycle duty; (f) reflective attire. 1 Sep 2017 SR 95/2017 s5; 4 Oct 2024 SR 76/2024 s4. Consistent appearance 4.1 All clothing and accessories issued to members of a police service pursuant to section 4 must be consistent in appearance and approved by the chief. 4 Oct 2024 SR 76/2024 s5. Colour of buttons and accessories 5 The colour of buttons, metal badges and fittings, rank insignia and other accessories or trim is to be either gold or silver or a combination of both for all ranks provided that chiefs may exercise a local option as to the colour or combination of colours to be used on the uniforms of their personnel. 8 Nov 91 cP-15.01 Reg 1 s5. Commissioned officers 6(1) The uniform for commissioned officers is to be as follows: (a) cloth - good quality, dark navy blue or black; (b) tunic design - tailored, form fitting, single-breasted front closing with four buttons, notched lapel, two patch-type breast pockets with flap and button, two pouch-type pockets below the waistline with flap and button, epaulets, belt loops or metal belt holder on either side, cloth belt with a military style buckle; 6 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 (c) trouser design - full cut slack design, two side pockets, two rear pockets with tabs to button, waistband with belt loops, special pockets as required, a red stripe with a minimum width of 2.54 centimetres extending from the waist to the bottom of the trouser leg, no cuffs; (d) Sam Browne belt – black colour, with a cross strap and of good quality with no tooling, consisting of: (i) a level 3 security holster; (ii) handcuff pouch; (iii) magazine pouches. (2) The chief may, on any terms and conditions the chief considers appropriate, authorize additional accessories mentioned in clauses 14(i), (j), (k), (l) and (m) to be worn on the Sam Browne belt mentioned in clause (1)(d). 1 Sep 2017 SR 95/2017 s6; 4 Oct 2024 SR 76/2024 s6. Members other than commissioned officers 7 The uniform for members other than commissioned officers is to be as follows: (a) cloth - good quality, dark navy blue or black; (b) tunic design - tailored, form fitting, single-breasted front closing with four buttons, notched lapel, two patch-type breast pockets with flap and button, epaulets, belt loop or metal belt holder on either side, cloth belt with military style buckle; (c) trouser design - full cut slack design, two side pockets, two rear pockets, special pockets as required, waistband with belt loops, a red stripe with a minimum width of 2.54 centimetres extending from the waist to the bottom of the trouser leg, no cuffs. 1 Sep 2017 SR 95/2017 s7; 4 Oct 2024 SR 76/2024 s7. Trouser design for Saskatchewan Marshals Service 7.1 Notwithstanding clauses 6(c) and 7(c) that require a red stripe, all commissioned officers and other members of the Saskatchewan Marshals Service shall wear a trouser design: (a) with a green stripe; and (b) that meets all other requirements set out in clause 6(c) or 7(c), as the case may be. 4 Oct 2024 SR 76/2024 s8. 8 Repealed. 1 Sep 2017 SR 95/2017 s8. 7 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 Outer garments 9(1) Outer garments for all ranks are to be as follows: (a) weather-appropriate jacket – dark navy blue or black colour, two-way front zipper closure, epaulets, and a drawstring in the liner; (b) topcoat – for commissioned officers only, and dark navy blue or black colour, trench-coat style, knee length, with a quilted nylon zip-in lining, 2 slash side pockets, and fly-type button front; (c) reflective attire – high visibility with reflective bands and “POLICE” graphics; (d) wind pants – for winter wear, as authorized by the chief. (2) The outer material of the garments mentioned in subsection (1) is not to be of a composition that is either leather or material that approximates leather in appearance. 4 Oct 2024 SR 76/2024 s9. Headwear 10(1) The headwear of commissioned officers is to be as follows: (a) forage cap – dark navy blue or black colour having a red band of, minimally, 2.54 centimetres surrounding the base of the cap, a black plastic peak, 2 side buttons, a cap strap with municipal cap badge: (i) the chief is to wear 2 rows of embroidery oak leaves on the cap peak; (ii) the Deputy Chief of Police is to wear one row of embroidery oak leaves on the cap peak; (iii) commissioned officers, other than the chief and the Deputy Chief of Police, are to wear one bar embroidery on the cap peak; (iv) a chief having an establishment of 50 or less is to wear one row of embroidery oak leaves on the cap peak; (b) optional fur or synthetic fur cap – klondike style with ear flaps held in upright position with a tie string and a cloth crown that is to be of navy blue or black material. (2) Subject to subsection (5), the headwear for members is to be as follows: (a) forage cap – dark navy blue or black colour having a red band of, minimally, 2.54 centimetres surrounding the base of the cap, a black plastic peak, 2 side buttons, a black strap, and a municipal cap badge; (b) police baseball cap – dark navy blue or black colour, police service name or crest on the front panel and ‘POLICE’ embroidered on either or both the front and side panels in silver, grey, gold or white, adjustable size; (c) optional fur or synthetic fur cap – klondike style with ear flaps held in upright position with a tie string and a cloth crown that is to be of navy blue or black material. 8 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 (3) All headwear is to be worn professionally, squarely on the head with the underside of the peak approximately 3 finger widths above the bridge of the nose. (4) A police baseball cap mentioned in clause (2)(b) shall not be worn with a tunic. (5) Members assigned to specialized duties may wear task-appropriate headwear as authorized by the chief. (6) Notwithstanding clauses (1)(a) and (2)(a) that require a red band, all commissioned officers and other members of the Saskatchewan Marshals Service shall wear forage caps: (a) with a green band; and (b) that meets all other requirements set out in clause (1)(a) or (2)(a), as the case may be. 4 Oct 2024 SR 76/2024 s10. Shirts 11 Shirts for members are to be as follows: (a) commissioned officers - top quality white, midnight blue or black dress shirt with epaulets and two breast pockets with button-down flap and pen slot; (b) other ranks - top quality midnight blue or black dress shirt with epaulets and two breast pockets with button-down flap and pen slot, in either long sleeves or short sleeves; (c) for all ranks, shirts worn under a body protector shall: (i) be worn in accordance with clause (a) or (b), as the case may be; or (ii) be long or short sleeved, polo-style, have epaulets, shoulder flashes and be consistent in colour with clauses (a) and (b). 1 Sep 2017 SR 95/2017 s11; 4 Oct 2024 SR 76/2024 s11. Hosiery 12 All ranks are to wear navy blue or black socks. 1 Sep 2017 SR 95/2017 s12. Footwear 13(1) Subject to subsection (2), all ranks are to wear a plain black closed-toe shoe or black closed-toe ankle style boot. (2) Members assigned to specialized duties may wear task appropriate footwear as authorized by the chief. 1 Sep 2017 SR 95/2017 s13; 4 Oct 2024 SR 76/2024 s12. 9 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 Accessories 14 Unless otherwise authorized by the commission, all accessories are to be black in colour and of good quality with no tooling, consisting of: (a) gloves for all ranks of good quality black leather with a good quality lining for winter wear; (b) mitts of plain black leather of good quality, with a good quality lining for winter wear; (c) a waist belt for all ranks with an eye buckle; (d) an equipment belt; (e) a level 3 security holster, except in the case of plain clothes members; (f) in the case of plain clothes members, holsters: (i) that are pistol specific if worn inside the pants; (ii) that are custom form if they are shoulder holsters; and (iii) that have a paddle with a thumb break, custom form; (g) handcuff pouches; (h) magazine pouches to be attached to the equipment belt; (i) baton holders with a belt loop; (j) a flashlight holder; (k) a folding knife or tool holder; (l) a conducted energy device holster; and (m) an Oleoresin Capsicum spray holder. 4 Oct 2024 SR 76/2024 s13. Alternative items of uniform 14.1(1) The chief may, on any terms and conditions the chief considers appropriate, authorize the following alternative items of uniform for members or commissioned officers that are to be worn in accordance with section 4.1 or subsection 10(3), as the case may be: (a) midnight blue or black mock turtleneck; (b) midnight blue or black T-shirt; (c) midnight blue or black military style toque; (d) midnight blue or black sweater; (e) maternity uniform; (f) fleece wear or other undergarments; (g) campaign style hat. 10 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 (2) The chief may, on any terms and conditions the chief considers appropriate, authorize a member or commissioned officer to wear or carry articles in accordance with religious requirements sincerely believed by the member. (3) The chief may, on any terms and conditions the chief considers appropriate, authorize members or commissioned officers to wear one or both of the following on their uniforms: (a) the flag of Saskatchewan; (b) the flag of Canada. (4) Notwithstanding anything else in this Part or Part III, the commission may, on any terms and conditions the commission considers appropriate, approve alternative items of uniform or waive the requirement to wear particular items of uniform for members or commissioned officers. 4 Oct 2024 SR 76/2024 s14. Specialized uniforms 14.2(1) The chief may, on any terms and conditions the chief considers appropriate, authorize specialized uniforms for members or commissioned officers while those members or commissioned officers, as the case may be, are actively engaged in the following: (a) training; (b) specialized services operations; (c) emergency services response. (2) The chief may, on any terms and conditions the chief considers appropriate, authorize emergency services response members to wear specialized uniforms while performing general patrol duties. (3) Specialized uniforms must be: (a) black, green, grey, brown, or brown-grey; and (b) a consistent, non-disrupted colour pattern. (4) Sections 21, 22, 25, 26 and 28.1 apply to members or commissioned officers authorized to wear specialized uniforms pursuant to this section. 4 Oct 2024 SR 76/2024 s14. PART III Orders of Dress Clothing to be maintained 15 All ranks are to ensure that items of uniform and accessories issued to them are properly fitted and worn and maintained in clean and tidy condition at all times. 8 Nov 91 cP-15.01 Reg 1 s15; 1 Sep 2017 SR 95/2017 s16. 16 Repealed. 4 Oct 2024 SR 76/2024 s15. 11 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 Tunics 17(1) Uniformed members are to wear tunics when attending the following functions in uniform: (a) formal parades and other occasions that are ordered by the chief; (b) recruit graduation at the Saskatchewan Police College; (2) A chief attending the Saskatchewan Police College for recruit training is to wear the uniform and accessories of a constable and will be considered a police constable during the period in training and graduation. 8 Nov 91 cP-15.01 Reg 1 s17; 1 Sep 2017 SR 95/2017 s18. Ties 18 All ranks are to wear ties, dark navy blue or black in colour, at all times when in uniform, or while wearing a tunic, storm coat or parka. 8 Nov 91 cP-15.01 Reg 1 s18. 19 Repealed. 4 Oct 2024 SR 76/2024 s16. PART IV Ranks, Insignias, Service and Identification Badges Ranks 20 A service may have all or any of the following police ranks but no others: (a) chief; (b) Deputy Chief of Police; (c) Superintendent; (d) Inspector; (e) Staff Sergeant; (f) Sergeant; (g) Corporal; (h) Constable; and (i) Special Constable. 8 Nov 91 cP-15.01 Reg 1 s20. Insignia for chiefs 21(1) Subject to subsection (2), members of the following ranks are to wear on their shoulder straps the insignia described as follows: (a) chief, crown above three stars; (b) Deputy Chief of Police, crown above two stars; 12 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 (c) Superintendent, crown above one star; (d) Inspector, crown. (2) The chief of a police service that has an establishment of: (a) not more than 50 but not less than 26 persons is to wear crown above two stars as an insignia; (b) not more than 25 but not less than six persons is to wear a crown above one star as an insignia; and (c) five persons or less shall wear a crown as an insignia. 8 Nov 91 cP-15.01 Reg 1 s21. Display of insignia 22(1) Subject to subsections (2) and (3), the following insignia must be worn on the upper part of the right sleeve of the shirt, between the elbow and shoulder seam: (a) in the case of a Sergeant, three chevrons and a crown; (b) in the case of a Corporal, two chevrons; (c) in the case of a senior constable of more than 10 years’ service, a single chevron. (2) A staff sergeant shall wear an insignia of four inverted chevrons on the right sleeve of the shirt between the cuff and elbow. (3) The insignias mentioned in subsections (1) and (2) are to be displayed on epaulets for shirts and jackets worn by the members. Lapel badges 24 Every member is to wear a badge on the lapel of the tunic depicting the municipal crest of the municipality or a crest designated by the commission. 8 Nov 91 cP-15.01 Reg 1 s24. Shoulder flashes 25 Every member other than a commissioned officer is to wear, and every commissioned officer may wear, shoulder flashes: (a) on the uppermost portion of both sleeves of all garments with sleeves except rain wear; and (b) identifying the police service of which he or she is a member. 1 Sep 2017 SR 95/2017 s21. 13 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 Design of shoulder flashes 26 The shoulder flashes to be worn by members of a police service are to be of a design approved by the board. 8 Nov 91 cP-15.01 Reg 1 s26; 1 Sep 2017 SR 95/2017 s22. Service badges 27(1) A member may wear on the member’s tunic or jacket one or more badges: (a) in the design of a maple leaf with one badge representing five years of service; and (b) fastened 8.89 centimetres from the bottom of the left sleeve. (2) A member who has been awarded federal or provincial recognition for long service may wear the badge or other indication of long service in addition to or instead of the badges mentioned in subsection (1). 8 Nov 91 cP-15.01 Reg 1 s27; 26 Oct 2001 SR 75/2001 s5; 1 Sep 2017 SR 95/2017 s23; 4 Oct 2024 SR 76/2024 s19. Single Chevron 27.1 A senior constable of more than 10 years’ may wear a single chevron on a coat or shirt epaulette. 1 Aug 97 SR 78/97 s5; 1 Sep 2017 SR 95/2017 s24. Identification badges and numbers 28(1) Every member shall be issued a badge bearing the identification number of the member’s police service after the member’s appointment. (2) With respect to every member, other than a commissioned officer, who is in uniform: (a) the member shall prominently display the member’s identification number above the left breast pocket of the shirt, jacket or body protector; and (b) the member’s identification number must be displayed in silver, grey, gold or white. 4 Oct 2024 SR 76/2024 s20. Recognition insignia 28.1 The chief may authorize a member to wear an insignia that recognizes: (a) any special duty of the member; or (b) any award provided to the member by his or her police service. 1 Sep 2017 SR 95/2017 s26. 14 MUNICIPAL POLICE P-15.01 REG 1 CLOTHING AND RANK, 1991 Firearm badges 29 A constable or non-commissioned officer may wear a badge indicating proficiency in the use of firearms: (a) attached to the left sleeve of the tunic or jacket; and (b) above any badges described in section 27 worn by the member. 8 Nov 91 cP-15.01 Reg 1 s29; 4 Oct 2024 SR 76/2024 s21. Undress ribands 29.1 All ranks may wear, immediately above the left breast pocket of the shirt, undress ribands of Orders, Decorations and Medals recognized by the Sovereign and listed in the Canadian Order of Precedence of Orders, Decorations and Medals. 24 Sep 93 SR 65/93 s2. Identification card 30(1) Subject to subsection (2), the board of a police service shall issue to each member after his or her appointment a wallet-sized identification card that is tamper resistant, which shall be signed by the chief of the police service. (2) In the case of the chief, the identification card described in subsection (1) shall be signed by the chairperson or vice-chairperson of the board of the police service instead of the chief. (3) An identification card issued pursuant to subsection (1) or (2) must contain the following information: (a) the name of the municipality that established the board; (b) the police service; (c) the name and rank of the member; (d) a photograph of the member; (e) the date of issuance of the identification card. (4) The specific design of an identification card issued pursuant to this section must be approved by the commission. (5) A new identification card is to be issued to each member on a change of rank of the member or every five years, whichever comes first. 5 Jly 2013 SR 50/2013 s3. Holders 31 A black wallet-size holder designed to carry an identification card and badge shall be issued to all members. 8 Nov 91 cP-15.01 Reg 1 s31; 1 Sep 2017 SR 95/2017 s27; 4 Oct 2024 SR 76/2024 s22. 15 MUNICIPAL POLICE CLOTHING AND RANK, 1991 P-15.01 REG 1 PART V General Styles, etc., of dress 32 The styles and character of formal and dress uniforms of members are at the discretion of the chief and subject to the approval of the commission. 8 Nov 91 cP-15.01 Reg 1 s32. Supply of clothing and accessories 33(1) Any articles of clothing and accessories required by these regulations are to be supplied to each member of a police service by the municipality, or other authority authorized to establish a police service pursuant to the Act, that is served by the police service. (2) The replacement of articles of clothing and accessories is to be in accordance with the terms of any local agreement between the board and the police service. 8 Nov 91 cP-15.01 Reg 1 s33; 1 Sep 2017 SR 95/2017 s28. Dress of Director, etc. 34 The Director of Training and the Assistant Director of Training and any other employees at the Saskatchewan Police College that are designated by the commission may wear articles of clothing and rank insignia described in these regulations when approved by the commission if the clothing bears a clearly visible identification with the college. 8 Nov 91 cP-15.01 Reg 1 s34; 1 Sep 2017 SR 95/2017 s29. Dress of special constables 35 Unless authorized by the commission, a Special Constable appointed under section 76 of the Act to enforce bylaws only shall not wear the articles of uniform or the accessories described in these regulations. 8 Nov 91 cP-15.01 Reg 1 s35.
