Objects and purposes 3(1) The objects and purposes of the Ministry of Education are the following: (a) to provide the structure wherein and whereby the powers, responsibilities and functions of the Minister of Education may be exercised and carried out; (b) to support the growth and development of children and youths; (c) to co-ordinate, develop, implement, promote and enforce policies and programs of the Government of Saskatchewan related to kindergarten, elementary, middle and secondary education; (d) to co-ordinate, develop, implement, promote and enforce policies and programs of the Government of Saskatchewan related to kindergarten, elementary, middle and secondary French language education; (e) to co-ordinate, develop, implement, promote and enforce policies and programs of the Government of Saskatchewan related to developing curriculum for early childhood, kindergarten, elementary, middle and secondary education, professional development of early childhood, kindergarten, elementary, middle and secondary educators, e-learning and distance education; (f) to co-ordinate, develop, implement, promote and enforce policies and programs of the Government of Saskatchewan related to early childhood development, early childhood intervention, early learning and child care; (g) to co-ordinate, develop, implement and promote policies and programs of the Government of Saskatchewan related to libraries and library services; (h) to co-ordinate, develop, promote and implement policies and programs of the Government of Saskatchewan to contribute to the enhancement of literacy in Saskatchewan, including policies and programs respecting workplace-based literacy, early literacy and family literacy; (i) to identify obstacles to literacy and co-ordinate, develop, promote and implement policies and programs to remove or reduce obstacles to literacy in Saskatchewan; 4 G-5.1 REG 132 MINISTRY OF EDUCATION, 2007 (j) to assess policy decisions of the Government of Saskatchewan for their impact on literacy in Saskatchewan and make recommendations for modifications to those policies as they affect literacy; (k) to promote understanding of the importance of literacy and to disseminate information respecting literacy; (l) to work together with educational institutions, other ministries, agencies, governments and other organizations in carrying out any of the objects and purposes set out in clauses (h) to (k).
