Interpretation 2 In these regulations: (a) “Act” means The Growth and Financial Security Act; (b) “fiscal year” means the period commencing on April 1 in one year and ending on March 31 in the following year. 24 Jly 2009 cG-8.1 Reg 1 s2. Determination to be based on fiscal year 3(1) For the purposes of subsection 33(2) of the Act, Treasury Board shall determine for each fiscal year whether the public service is growing or diminishing as a percentage of the population of Saskatchewan. (2) The determination mentioned in subsection (1) must be made within 90 days after the end of each fiscal year. (3) In making the determination mentioned in subsection (1) for a fiscal year, Treasury Board shall: (a) determine the size of the public service for that fiscal year in accordance with section 4; and (b) use the determination of the population of Saskatchewan for that fiscal year mentioned in section 5. 24 Jly 2009 cG-8.1 Reg 1 s3. Method of determining size of public service 4(1) The size of the public service for a fiscal year is to be calculated in accordance with this section. (2) For each employee in the public service, the employee’s employment in the fiscal year is to be converted to a full-time equivalency calculated in accordance with the following formula: P FTE = H where: FTE is the full-time equivalency for the employee’s employment in the fiscal year; P is the total number of hours respecting employment for which the employee was paid in the fiscal year, as determined by the Public Service Commission and as approved by Treasury Board; and H is the total number of hours respecting employment that the employee would normally be paid for if the employee worked full time in the fiscal year, as determined by the Public Service Commission and as approved by Treasury Board. 4 G-8.1 REG 1 GROWTH AND FINANCIAL SECURITY (3) The size of the public service in the fiscal year is the sum of the full-time equivalencies for all employees in the public service calculated in accordance with subsection (2). 24 Jly 2009 cG-8.1 Reg 1 s4. Method of determining population of Saskatchewan 5 The population of Saskatchewan for a fiscal year is the population as determined by the Chief Statistician of Canada on the basis of Statistics Canada’s official estimate of the population of Saskatchewan on July 1 of that fiscal year. 24 Jly 2009 cG-8.1 Reg 1 s5. Size of the public service as a percentage of the population 6 The size of the public service as a percentage of the population of Saskatchewan for a fiscal year is to be calculated in accordance with the following formula: SFTE S = POP where: S is the size of the public service as a percentage of the population of Saskatchewan for the fiscal year; SFTE is the size of the public service as determined in accordance with section 4 for the fiscal year; and POP is the population of Saskatchewan as determined in accordance with section 5 for the fiscal year. 24 Jly 2009 cG-8.1 Reg 1 s6.
