Definitions 2 In this Act: “minister” means the member of the Executive Council to whom for the time being the administration of this Act is assigned; “ministry” means, other than in section 11, a ministry as defined in The Executive Government Administration Act; “prescribed” means prescribed in the regulations; “revolving fund” means the King’s Printer Revolving Fund continued pursuant to section 11. 2023, c 30, s 2. King’s Printer 3 The Lieutenant Governor in Council may appoint as the King’s Printer an officer or employee of: (a) a ministry; or (b) a corporation that is an agent of the Crown in right of Saskatchewan. 2023, c 30, s 3. Publication of the Gazette 4(1) The Lieutenant Governor in Council may authorize the publication not less than twice in each month of an official gazette, to be styled The Saskatchewan Gazette, for the publication of: (a) proclamations; (b) official notices; (c) other notices; and (d) other matters that from time to time are required to be published in the Gazette. (2) The electronic publication of the Gazette, as authorized by the Lieutenant Governor in Council pursuant to section 7, is an official publication. 2023, c 30, s 4. 4 c 30 KING’S PRINTER Publication required 5 The King’s Printer shall print and publish or cause to printed and published: (a) the Statutes of Saskatchewan; (b) the Gazette; and (c) any documents or announcements that the Lieutenant Governor in Council may require. 2023, c 30, s 5. Advertisements, etc., to be published in Gazette 6 Unless some other mode of publication is specified by law, all advertisements, notices, publications or documents relating to any matter within the control of the Legislature of Saskatchewan and that by law are required to be published by the Government of Saskatchewan, a ministry or any officer, person or party must be published in the Gazette. 2023, c 30, s 6. Publication and distribution of Gazette 7 The Lieutenant Governor in Council shall: (a) determine the conditions of the publication of the Gazette; and (b) designate the public bodies, officers and persons to whom it is to be sent. 2023, c 30, s 7. Tariff of charges 8(1) The minister may make regulations: (a) prescribing a tariff of charges for publishing notices, advertisements and documents in the Gazette; (b) prescribing the subscription price for the Gazette; (c) designating categories of persons, partnerships or associations who do an act or thing, a notice of which is required by an Act to be published in the Gazette, and who are required to pay the tariff of charges for publishing that notice in the Gazette. (2) A person, partnership or association mentioned in clause (1)(c) shall pay the amount set out in the prescribed tariff of charges. (3) Unless the Lieutenant Governor in Council orders otherwise, the King’s Printer is not required to publish a notice, advertisement or document in the Gazette unless the prescribed tariff of charges has been paid. (4) All amounts received pursuant to this section are to be paid to the Minister of Finance and credited to the revolving fund. 2023, c 30, s 8. 5 KING’S PRINTER c 30 Publication of sheriffs’ advertisements, etc. 9(1) All sheriffs’ advertisements and official advertisements must be published in any newspapers that the Lieutenant Governor in Council may direct. (2) Subsection (1) is not to be interpreted as authorizing the transfer from the Gazette to a newspaper of advertisements that are required by law to be published in the Gazette. (3) Subsection (1) does not apply to advertising the whole cost of which is payable by municipalities. 2023, c 30, s 9. Clerk of the Assembly to provide King’s Printer with copies of Acts 10 The Clerk of the Legislative Assembly shall provide the King’s Printer with a true copy of each Act of the Legislature: (a) as soon as is practicable after it has received assent; or (b) if a Bill is reserved, as soon as is practicable after the assent to the Bill has been signified in accordance with the Constitution Act, 1867. 2023, c 30, s 10. Revolving fund 11(1) In this section, “ministry” means the ministry over which the minister presides. (2) The revolving fund called the Queen’s Printer Revolving Fund is continued as the King’s Printer Revolving Fund. (3) The minister shall administer the revolving fund. (4) The minister may use the revolving fund: (a) to print, publish and distribute government publications; and (b) to maintain an inventory of government publications for the purposes of distribution. (5) Subject to subsection (12), the Minister of Finance shall pay out of the general revenue fund on behalf of the revolving fund any sum of money the minister may require: (a) to print, publish and distribute government publications; and (b) to pay for labour, supervisory and administrative costs associated with: (i) printing, publishing and distributing government publications; and (ii) administration of the revolving fund. (6) The minister shall pay to the general revenue fund all or any part of any surplus in the revolving fund that Treasury Board may direct. (7) If the minister provides goods or services through the revolving fund, the minister may charge a fee to recover amounts incurred by the revolving fund to provide those goods or services. 6 c 30 KING’S PRINTER (8) If the minister charges a fee pursuant to subsection (7), the minister shall include any additional amounts that Treasury Board may direct. (9) Subject to any terms and conditions that Treasury Board may impose, the minister may sell, rent, lease or otherwise dispose of property and assets acquired by the minister through the revolving fund. (10) Subject to subsection (11), all amounts received pursuant to this section are to be paid to the Minister of Finance and credited to the revolving fund. (11) Any amounts received pursuant to subsection (8) are to be paid to the Minister of Finance and credited to the general revenue fund. (12) The sum of the following less any amounts credited to the revolving fund is not to exceed an amount that may be set by order of the Lieutenant Governor in Council: (a) all liabilities due to the Minister of Finance from the revolving fund; and (b) any payments made by the Minister of Finance on behalf of the revolving fund. (13) In each fiscal year, the ministry, in accordance with section 13 of The Executive Government Administration Act, shall prepare and submit to the minister a financial statement showing the business of the revolving fund for the preceding fiscal year. (14) The financial statement mentioned in subsection (13) is to be in the form required by Treasury Board. (15) In accordance with section 13 of The Executive Government Administration Act, the minister shall lay before the Assembly each financial statement received by the minister pursuant to subsection (13). 2023, c 30, s 11.
