Ministry continued 2 The ministry of the Government of Saskatchewan called the Ministry of Government Relations is continued. 23 Aug 2019 c E-13.1 Reg 1 s.2. Objects and purposes 3(1) The objects and purposes of the Ministry of Government Relations are the following: (a) to provide the structure wherein and whereby the powers, responsibilities and functions of the Minister of Government Relations and the Minister Responsible for First Nations, Métis and Northern Affairs may be exercised and carried out; (b) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan related to cities, urban municipalities, rural municipalities and northern municipalities, and matters of an intermunicipal nature and, without limiting the generality of this object and purpose, to coordinate, develop, promote and implement policies and programs relating to the following: (i) community planning in, and development and diversification in and of, cities and urban, rural and northern municipalities; (ii) transportation; (iii) coordinating and carrying out of joint ventures relating to or affecting municipalities with: (A) a municipal council; (B) a board responsible for health, education or other services either inside or outside the municipalities; or (C) any ministry or agency of the Government of Canada, the Government of Saskatchewan or the government of any other province or territory of Canada; (iv) providing financial, administrative, technical and other support services to municipalities and to associations of municipalities; (v) community facilities; 4 E-13.1 REG 13 MINISTRY OF GOVERNMENT RELATIONS, 2019 (c) to coordinate, develop, implement and manage the programs and policies of the Government of Saskatchewan relating to local government elections; (d) to act as a contact for First Nations and Métis peoples with the Government of Saskatchewan; (e) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan with respect to matters affecting First Nations and Métis peoples; (f) to coordinate, manage and implement policies and programs of the Government of Saskatchewan relating to First Nations and Métis governance and land matters; (g) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan that foster and advance development in northern Saskatchewan; (h) to coordinate with other ministries and agencies the negotiation and administration of surface lease agreements for mines in northern Saskatchewan; (i) to coordinate programs and activities of the Government of Saskatchewan to monitor uranium mining developments and operations in northern Saskatchewan; (j) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan relating to building, accessibility and other safety standards; (k) to enhance the protection of the public by: (i) coordinating, promoting, developing, implementing and enforcing safety standards with respect to boilers, pressure vessels, gas equipment and installations, electrical equipment and installations, elevators and amusement rides; and (ii) licensing and regulating persons associated with the matters described in subclause (i). (2) The objects and purposes of the Ministry of Government Relations are to provide the structure wherein and whereby the powers, responsibilities and functions of the Minister Responsible for the Provincial Capital Commission may be exercised and carried out in relation to the following: (a) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan relating to: (i) conserving, preserving, managing, protecting and developing Saskatchewan’s capital city as a source of pride for the people of Saskatchewan; and (ii) informing and educating, and collecting and disseminating information, with respect to the importance of Saskatchewan’s capital city and its place in the life and history of Saskatchewan and of Canada; 5 MINISTRY OF GOVERNMENT RELATIONS, 2019 E-13.1 REG 13 (b) to coordinate, develop, promote and implement policies and programs of the Government of Saskatchewan relating to: (i) the promotion of the Legislative Building and the land on which it is situated; (ii) international, national, provincial and regional special events and anniversaries to be commemorated within Saskatchewan’s capital city; and (iii) the Saskatchewan Centre of the Arts and Wascana Centre Authority; (c) to be responsible for the operation and management of Government House and the Territorial Building; (d) to work together with business, communities, governments, agencies, ministries and the people of Saskatchewan to support the objects and purposes of the ministry. 23 Aug 2019 c E-13.1 Reg 1 s.3; 20 Nov 2020 SR 114/2020 s2.
