Si pasan los plazos del artículo 81 sin que el Estado ejerza el tanteo o retracto, el titular puede disponer libremente del bien o cosa afectada. Local entities’ expropriations for municipal or provincial works or services are subject to article 85, and beneficiaries must follow the general rules of the Expropriation Law.
