El Plan General, o sus partes, se somete al Consejo del Instituto y luego al Ministro de Agricultura; este lo remite a la Organización Sindical para dictamen. La Organización Sindical debe emitir y enviar su informe al Ministerio en 30 días, o se entiende su conformidad. The definitive approval of the Plan, or any part of it, must be made by decree on the Agriculture Minister’s proposal; the approving decrees cannot be appealed.
