This article sets rules for how urban or rural real estate is valued for tax purposes. For business or professional assets, value them based on accounting if the accounts comply with the Commercial Code; otherwise, value them under the other tax rules. Real estate used in those activities is generally valued under the prior article, except in a limited construction or property-development case. For these accounts and deposits, the taxable amount is generally the balance on the tax accrual date, but if that balance is lower than the average balance for the last quarter, the last-quarter average is used instead.
