This Circular takes effect on 1 January 2002, except that obligations in sections 1.6 and 2.2 of rule nine take effect on 1 April 2002. Exchange bureaus must get a customer declaration before settling certain foreign-currency purchase or sale transactions, and they must complete specified forms and annotate certain forms. This provision says the Circular’s obligations do not affect the obligations set by Law 19/1993 and its implementing rules. La Dirección General de Regulación may create technical applications to help prepare information sent to the Bank of Spain and set correlations within each state and between states.
