| Official Journal of the European Union | EN L series ---|---|--- * * * | 2024/2456 | 13.9.2024 ---|---|--- (*1) COUNCIL DECISION (CFSP) 2024/2456 of 12 September 2024 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) | On 17 March 2014, the Council adopted Decision 2014/145/CFSP (1). ---|--- (2) | On 12 March 2024, the Council adopted Decision (CFSP) 2024/847 (2), thereby renewing the measures provided for in Decision 2014/145/CFSP for a further six months. ---|--- (3) | On 21 and 22 March 2024, the European Council adopted conclusions in which, inter alia, it reiterated its previous conclusions on continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders and reconfirmed the Union’s unwavering commitment to providing continued political, financial, economic, humanitarian, military and diplomatic support to Ukraine. ---|--- (4) | As long as the illegal actions by the Russian Federation continue to violate fundamental rules of international law, including, in particular, the prohibition on the use of force enshrined in Article 2(4) of the Charter of the United Nations, or of international humanitarian law, it is appropriate to maintain in force all the measures imposed by the Union and to take additional measures, if necessary. Therefore, Decision 2014/145/CFSP should be renewed for a further six months. ---|--- (5) | On the basis of a review by the Council concerning the individual designations set out in the Annex to Decision 2014/145/CFSP, the information concerning 98 individuals and 33 entities should be updated. Additionally, the entries for five deceased persons and two other persons, as well as one duplicate entry, should be deleted from that Annex. ---|--- (6) | Decision 2014/145/CFSP should therefore be amended accordingly, ---|--- HAS ADOPTED THIS DECISION: Article 1 Decision 2014/145/CFSP is amended as follows: (1) | in Article 6, the second paragraph is replaced by the following: ‘This Decision shall apply until 15 March 2025.’; ---|--- (2) | the Annex is amended in accordance with the Annex to this Decision. ---|--- Article 2 This Decision shall enter into force on the day following that of its publication in the Official Journal of the European Union. As such, he is responsible for Russian ground operations in or to Ukraine. He is also involved in the organisation of patriotic events with the aim of fostering support for the Russian army. He is therefore responsible for actively supporting and implementing actions and policies that undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, as well as the stability or security in Ukraine. | 23.2.2022 221. | Sergei Vladimirovich SUROVIKIN (Cергей Владимирович СУРОВИКИН) | DOB: 11.10.1966 POB: Novosibirsk, former USSR (now Russian Federation) Function: former Commander-in-Chief of the Russian Aerospace Forces Rank: Army General Associated entities: Russian Aerospace Forces – Ministry of Defence Nationality: Russian Gender: male | Army General Sergei Surovikin was Commander-in-Chief of the Russian Aerospace Forces between 31 October 2017 and summer 2023. As such, he was responsible for air operations in or to Ukraine. He was the commander of all Russian forces in the Russian invasion against Ukraine from October 2022 to January 2023. During that period, Russian forces launched heavy attacks against civilian targets, including Ukraine’s energy infrastructure. He is therefore responsible for actively supporting and implementing actions and policies that undermine and threaten the territorial integrity, sovereignty and independence of Ukraine, as well as stability and security in Ukraine. | 23.2.2022 226. | Andrei Leonidovich KOSTIN (Андрей Леонидович КОСТИН) | DOB: 21.9.1956 POB: Moscow, former USSR (now Russian Federation) Function: President of the VTB Bank Management Board; chairman of Board of Directors of the United Shipbuilding Corporation Associated persons: Tamara Mikhailovna Kostina (mother); Leonid Alekseevich Kostin (father) Associated entities: VTB Bank; JSC United Shipbuilding Corporation Nationality: Russian Gender: male | Andrei Leonidovich Kostin is the president-chairman of Vneshtorbank (VTB) – one of the leading state-owned banks in Russia. He has been the chairman of the Board of Directors of the United Shipbuilding Corporation since 25 August 2023 and is a member of the Supreme Council of the “United Russia” political party. He has made public statements supporting the annexation of Crimea and encouraging Russian citizens to vacation in Crimea. He is also associated with, and according to media reports is an owner of, a winery and a luxurious hotel in Crimea. He is therefore supporting actions and policies that undermine the territorial integrity of Ukraine and benefitting from the annexation of Crimea. | 23.2.2022 227. | Igor Ivanovich SHUVALOV (Игорь Иванович ШУВАЛОВ) | DOB: 4.1.1967 POB: Bilibino, Russian Federation Gender: male | Igor Ivanovich Shuvalov is the chairman of State Development Corporation VEB.RF, which operates in the occupied regions of Ukraine under Russian control, and is involved in projects either implemented or fostered by the Russian Government. He was previously a First Deputy Prime Minister of Russia and a member of the Council of the Eurasian Economic Commission. In his capacity of First Deputy Prime Minister, he made remarks stating that Russia would change budget rules to reflect an additional two million in population after the illegal annexation of Crimea by the Russian Federation. He is therefore supporting actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine. | 23.2.2022 231. | Konstantin Sergeyevich KNYRIK (Константин Сергеевич КНЫРИК) | DOB: 14.8.1989 Nationality: Russian Gender: male | Konstantin Knyrik is a pro-Russian activist running MediaGroup News Front Ltd, a news website registered in the illegally annexed Crimean Peninsula. He is the chief of the Crimean division of the Rodina Party, a pro-Kremlin party in Russia. He publicly supports Russia’s war of aggression against Ukraine and is actively involved in spreading disinformation about the war. Konstantin Knyrik received the medal “for the return of Crimea”. He therefore actively supported and implemented actions and policies which undermine the territorial integrity, sovereignty and independence of Ukraine, and further destabilised Ukraine. | 23.2.2022 233. | Pyotr Olegovych TOLSTOY (a.k.a. Petr Olegovich TOLSTOY; Pyotr Olegovich TOLSTOY) (Пётр Олегович ТОЛСТОЙ) | DOB: 20.6.1969 POB: Moscow, former USSR (now Russian Federation) Function: Russian journalist, producer, presenter and politician; Deputy Speaker of the State Duma since 2016; Deputy Chairman of the Parliamentary Assembly of the Council of Europe and head of the Russian delegation at the Parliamentary Assembly of the Council of Europe until 25 February 2022 Nationality: Russian Gender: male | Pyotr Tolstoy is a Member and Deputy Speaker of the State Duma and was the head of the Russian delegation at the Parliamentary Assembly of the Council of Europe (PACE) until 25 February 2022. He has also been the host of the television programme “Vremya Pokazhet”. A central figure in Government propaganda, he frequently takes positions in favour of the annexation of Crimea. He publicly supports Russian’s war of aggression against Ukraine.
