Additionally, the entries for five deceased persons and two other persons should be deleted from that Annex. ---|--- (3) | Regulation (EU) No 269/2014 should therefore be amended accordingly, ---|--- HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation. Article 2 This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union. Despite being arrested for threatening the territorial integrity of Ukraine, and subsequently released, he has continued to play a prominent role in separatist activities, thus undermining the territorial integrity, sovereignty and independence of Ukraine. According to his own statement, he fought in the Russian Armed Forces near Kyiv in March 2022. In October 2022 he stated that “Ukrainians are Russian people” and has continued to spread Russian propaganda promoting the war of aggression against Ukraine. In September 2014, Savchenko was elected to the State Council of the so-called “Republic of Crimea”. She has defended the illegal annexation of Crimea and Sevastopol on numerous occasions in public statements, including interviews published on the c-pravda.ru website on 2 April 2016 and 20 August 2016. She has been awarded with the Russian State order “For duties to the motherland” – II degree in 2014 and with the order “For loyalty to duty” by the “authorities” of the “Republic of Crimea” in 2015. She is Commissioner for Children’s Rights in the “Republic of Crimea” since October 2024. He still runs his business activities in the Donbass region controlled by the separatist groups, especially in the energy, coal, construction, banking and real estate sectors. In particular, thanks to close ties with the pro-Russian separatists, he acquired key economic assets in the so-called “Donetsk and Luhansk People’s Republics”, inter alia in the energy, coal and real-estate sectors. The separatist OPLOT battalion (listed since February 2015) protected his real-estate development projects in the so-called “Donetsk People’s Republic”. Oleksandr Yanukovych acquired Russian citizenship and his MAKO Holding company was officially transferred to Russian jurisdiction and is now registered in Donetsk. Prior to the transition to Russian jurisdiction, the MAKO group of companies was de jure under Ukrainian jurisdiction. Therefore, Oleksandr Yanukovych is responsible for, supporting or implementing actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine and he conducted transactions with the separatist groups in the Donbas region of Ukraine. He is involved in the financing of the palace complex near Gelendzhik, which is personally used by President Putin. Therefore, Alexander Ponomarenko supports and benefits from Russian decision-makers responsible for the annexation of Crimea and the destabilisation of Ukraine. | 28.2.2022 719. | Alexander Dmitrievich PUMPYANSKY (Александр Дмитриевич ПУМПЯНСКИЙ) | DOB: 16.5.1987 POB: Yekaterinburg, USSR (now Russian Federation) Function: former Chairman of the Board of Directors of PJSC Pipe Metallurgical Company Nationality: Russian Gender: male | Alexander Pumpyansky is the son of Dmitry Pumpyansky. Dmitry Pumpyansky is the former Chairman of the board of directors of TMK PAO and the former President and a former board member of Group Sinara. In those capacities, he supported and benefitted from cooperation with authorities of the Russian Federation and state-owned enterprises, including Russian railways, Gazprom and Rosneft. Irrespective of the purported sale of TMK and Group Sinara, he still has ongoing links with those companies and has seen his financial worth increase considerably in the last two years. Because of his family relationship to Dmitry Pumpyanskiy, Alexander Pumpyansky served on the Board of Directors of PJSC Pipe Metallurgical Company and Group Sinara. Alexander and Dmitry Pumpyansky own significant assets in common through their ultimate beneficial ownership of, and positions of responsibility within, the holding company Furdberg Holding Limited. Alexander Pumpyanskiy continues to share common interests with Dmitry Pumpyanskiy, as shown in particular by his signatory rights over several bank accounts held by Dmitry Pumpyanskiy. In anticipation of being included in the Annex to Decision 2014/145/CFSP, Alexander and Dmitry Pumpyansky coordinated their responses by simultaneously resigning their positions in PJSC Pipe Metallurgical Company and Group Sinara. Because of his relationship to his father, Alexander Pumpyansky derived significant financial benefit from those companies on that occasion. Given the scale of the benefits received, Alexander continues to benefit from the sums received from Group Sinara. Alexander and Dmitry Pumpyansky further coordinated their responses to the Union’s restrictive measures by ceding nominal control of assets previously owned by Furdberg Holding Limited to closely associated persons. Alexander Pumpyansky is therefore an immediate family member benefitting from his father, Dmitry Pumpyansky, a leading businessperson operating in Russia and involved in economic sectors providing a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. Alexander and Dmitry Pumpyansky continue to coordinate their responses to Union restrictive measures and the management of the assets they hold in common. | 9.3.2022 721. | Andrey Igorevich MELNICHENKO (Андрей Игоревич МЕЛЬНИЧЕНКО) | DOB: 8.3.1972 POB: Gomel, USSR (now Belarus) Function: former non-executive director of JSC SUEK; former member of the Board of EuroChem Group Nationality: Russian, United Arab Emirates Gender: male | Andrey Melnichenko is a Russian industrialist who continues to control major fertiliser producer EuroChem Group and coal company SUEK. On 9 March 2022, Melnichenko transferred his interests in SUEK and EuroChem Group to his spouse, Aleksandra Melnichenko.
