| Official Journal of the European Union | EN L series ---|---|--- * * * | 2024/747 | 23.2.2024 ---|---|--- COUNCIL DECISION (CFSP) 2024/747 of 23 February 2024 amending Decision 2014/145/CFSP concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) | On 17 March 2014, the Council adopted Decision 2014/145/CFSP (1). ---|--- (2) | In its conclusions of 14 and 15 December 2023, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed the Union’s unwavering support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders and its inherent right of self-defence against Russia’s aggression. The European Council also stated that Russia’s ability to wage its war of aggression must be further weakened, including by further strengthening sanctions. ---|--- (3) | In view of the gravity of the situation, it is appropriate to adopt further restrictive measures. ---|--- (4) | In particular, the Council considers that 106 persons and 88 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of persons, entities and bodies subject to restrictive measures set out in the Annex to Decision 2014/145/CFSP. ---|--- (5) | Decision 2014/145/CFSP should therefore be amended accordingly, ---|--- HAS ADOPTED THIS DECISION: Article 1 The Annex to Decision 2014/145/CFSP is amended in accordance with the Annex to this Decision. The company has developed various solid propellant gas generators used in the mechanisms for deploying missile elements, for emergency landing gear release and for rapid start of turbojet engines. Since its foundation, the company has developed and delivered for supply more than 200 solid-propellant engines for anti-aircraft, tactical, aviation, naval and space missile systems for the Russian Ministry of Defence. Moreover, the company also ensures its compliances with the requirements for licensing in the field of weapons and military equipment and obtaining a state defence order. Servicemen are being trained at the Center to complete the unmanned aerial vehicle (UAV) companies being formed in the Western and Central Military Districts. At the same time, the Center is engaged in the completion of military tests of complexes with UAVs (Zastava, Navodchik-2, Forpost and Orlan-10) which, upon completion of the tests, are transferred to UAV companies. The 924th Unmanned Aerial Vehicle Center trains UAV operators for the Armed Forces of the Russian Federation. FSE Aleksin Chemical Plant supplies state-owned plants that produce gunpowder, cartridges and ammunition for the Russian Armed Forces. FSE Aleksin Chemical Plant is a major producer and supplier of chemical materials of strategic importance to the Russian defence sector. The company provides services for the development of electronics and manufactures devices for collecting and processing information. LLC STC, the Russian military-affiliated manufacturer of Orlan-10 drones, gets foreign components from LLC SMT-iLogic. The Russian Armed Forces use Orlan-10 drones in the war of aggression against Ukraine. FKP KGKPZ manufactures 5.45-14.5 mm caliber cartridges for rifles (Kalashnikov assault rifles), grenade launcher charges, propellant charges for naval cannons (AK-100, AK-130 and AK-726) and land artillery of 76 mm to 152 mm caliber (mortars 2S9 and 2S12, howitzers D-20, D-30, ML-20, 2S1, 2S3 and 2S19). The plant produces 115 mm, 122 mm and, most importantly, 125 mm caliber tank ammunition, which is used in the T-64, T-72, T-80 and T-90 tanks of the Russian Armed Forces. FKP KGKPZ supplies ammunition to the Russian Armed Forces and their weapon systems used in the war in Ukraine. The plant operates in a strategically important sector of the military industry and was able to increase its production capacity during Russia’s war of aggression against Ukraine. Various models of BMP-2 infantry fighting vehicles and T-72 main battle tanks are used by the Russian army in the war of aggression against Ukraine. JSC 163 Armor Repair Plant set a record in the maintenance of BMP-2 in 2023. From May 2022 to December 2023, he was Commander of the Sparta Battalion, an armed separatist group which has actively supported actions which undermine the territorial integrity, sovereignty and independence of Ukraine and further destabilise Ukraine. In taking on and acting in this capacity, he is supporting and implementing actions and policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. | 23.2.2024 1665. | Valentina Vasilyevna LAVRIK (Russian: Валентина Васильевна ЛАВРИК; Ukrainian: Валентина Василiвна ЛАВРИК) | Function: So-called “Minister of Education, Science and Youth of the Republic of Crimea” DOB: 25.2.1969 POB: Khomenky, USSR (now Ukraine) Nationality: Ukrainian Gender: female | Valentina Lavrik is the so-called “Minister of Education, Science and Youth of the Republic of Crimea” since December 2019. In this role, she ultimately oversees the implementation of the system of militarisation of education for Ukrainian children in illegally annexed Crimea, as well as the suppression of Ukrainian language and culture for such children. During Russia’s war of aggression against Ukraine since 2022, she has been responsible for coordinating and overseeing the transfer of children from the illegally occupied regions of Donetsk, Luhansk, Kherson and Zaporozhzhia into camps in Crimea. Some of the children who went to those camps with their parents’ consent were not allowed to return to Ukraine due to their pro-Ukrainian views. Previously, he led the Russian military’s Special Operations Forces, overseeing the annexation of Crimea in 2014. In the context of Russia’s war of aggression against Ukraine, he has personally overseen the mobilisation of soldiers in the Tula Oblast, has been involved with the launch of a drone training school for operatives undertaking missions in Ukraine, and has put in place support measures for the production of unmanned aerial vehicles in the defence industry in the Tula Oblast.
