| Official Journal of the European Union | EN L series ---|---|--- * * * | 2026/509 | 23.4.2026 ---|---|--- COUNCIL IMPLEMENTING REGULATION (EU) 2026/509 of 23 April 2026 implementing Regulation (EU) No 269/2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 269/2014 of 17 March 2014 concerning restrictive measures in respect of actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine (1), and in particular Article 14(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) | On 17 March 2014, the Council adopted Regulation (EU) No 269/2014. ---|--- (2) | In its conclusions of 19 December 2024, the European Council reiterated its resolute condemnation of Russia’s war of aggression against Ukraine, which constitutes a manifest violation of the Charter of the United Nations, and reaffirmed its continued support for Ukraine’s independence, sovereignty and territorial integrity within its internationally recognised borders. The European Council stated that efforts to further limit Russia’s ability to wage war must continue. It also expressed the Union’s readiness to step up pressure on Russia, including by adopting further sanctions. ---|--- (3) | In view of the continued and escalating aggression by the Russian Federation against Ukraine and in particular the recent brutal military campaign deliberately targeting civilian infrastructure, including energy, water and health facilities, which has caused severe suffering to the civilian population and seeks to undermine Ukraine’s resilience, the Council considers it necessary to adopt further restrictive measures. ---|--- (4) | In particular, the Council considers that 37 persons and 80 entities responsible for actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine should be added to the list of persons, entities and bodies subject to restrictive measures set out in Annex I to Regulation (EU) No 269/2014. ---|--- (5) | Regulation (EU) No 269/2014 should therefore be amended accordingly, ---|--- HAS ADOPTED THIS REGULATION: Article 1 Annex I to Regulation (EU) No 269/2014 is amended in accordance with the Annex to this Regulation. Article 2 This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. These excavations were conducted without the consent of Ukraine, the internationally recognised sovereign over the peninsula. Andrey Polyakov has publicly supported the Institute’s continuing role in the occupied region, stating that work in Chersonesos and other areas is ongoing and part of a broader agenda of more than 40 excavations planned for 2024. His leadership of IHMC RAS has not only enabled these illegal excavations but has also contributed to the cultural appropriation and institutional normalisation of Russian presence in Crimea. Andrey Polyakov supports the Russian Federation’s policies aimed at consolidating its occupation of Crimea. These departments are directly involved in the seizure Ukrainian cultural property and its reclassification as Russian. Mikhail Borisovich PIOTROVSKII | Function: Director of the State Hermitage Museum DOB: 9.12.1944 POB: Yerevan, Armenian SSR, USSR (now Armenia) Nationality: Russian Gender: male | Mikhail Piotrovsky is the long-time Director of the State Hermitage Museum and a close associate of Vladimir Putin, he has actively supported and justified Russia’s war of aggression against Ukraine. He publicly endorsed Russia’s war of aggression against Ukraine, likening the global dissemination of Russian culture to a so-called “special military operation”, directly alluding to the invasion. Mikhail Piotrovsky backed Russian legislation enabling the incorporation of cultural items from Ukrainian museums into Russia’s State Museum Fund. Under his leadership, the Hermitage has conducted unauthorised archaeological excavations in occupied Crimea, including the destruction of protected Ukrainian heritage sites, thereby serving the Kremlin’s goal of legitimising its territorial claims under the guise of academic work. LLC “UAMOC” produces FPV drones “Kort”, “Brus-1”, “Osa” and “Boomerang”, which are used in the war against Ukraine. It also launched a production and testing facility in the illegally occupied Luhansk and Sevastopol. Moreover, LLC “UAMOC” acquired a majority stake of other drone manufacturing companies, such as LLC KB “ATAMANOVA” and LLC “RBS HARPIA”. Therefore, Olga Sokolova is responsible for policies which undermine and threaten the territorial integrity, sovereignty and independence of Ukraine. In addition, he is significantly frustrating the provisions of Decision 2014/512/CFSP and Regulation (EU) No 833/2014. Therefore, Fedor Chudinov is supporting actions or policies which undermine or threaten the territorial integrity, sovereignty and independence of Ukraine, or stability or security in Ukraine. | 23.4.2026 2000. | Ilya Viktorovich SCHERBOVICH Russian: Илья Викторович ЩЕРБОВИЧ | Function: Head of United Capital Partners Investment Group DOB: 23.12.1974 POB: Russian Federation Nationality: Russian Gender: male Tax Identification Number: 332700979110 | Ilya Scherbovich is the founder and head of United Capital Partners Investment Group, a large Russian financial investment group, with investments in oil and gas production and processing. In particular, along with Russian State oil company Rosneft, United Capital Partners Investment Group holds a significant part in an Indian company operating an oil refinery and subject to Union restrictive measures. This company is a major refiner of Russian crude oil. The energy sector, in particular the oil sector, is a sector providing a substantial source of revenue to the Russian Government. In 2024, the LSR Group’s revenue amounted to 239 billion rubles. The construction sector provides a substantial source of revenue to the government of the Russian Federation. Therefore, Andrey Molchanov is a leading businessperson operating in Russia and a businessperson involved in economic sectors providing a substantial source of revenue to the Government of the Russian Federation, which is responsible for the annexation of Crimea and the destabilisation of Ukraine. | 23.4.2026 2003. | Igor Petrovich SOLONIN Игорь Петрович СОЛОНИН | Function: General Director of the Mariupol Republican Order of the Badge of Honour Russian Drama Theatre DOB: 21.6.1978 POB: Donetsk, Ukraine Nationality: Russian Gender: male Tax Identification Number: 614011185787 | Igor Solonin is the General Director of the Mariupol Republican Order of the Badge of Honour Russian Drama Theatre (MRDT). In 2022, the Mariupol Drama Theatre was bombed by the Russian forces, and later was restored, renamed, reorganised and financed with the help of the Russian institutions. This theatre is not only used to spread Russian culture in the occupied regions of Ukraine under Russian control, but also to establish the propaganda narrative that this theatre was destroyed by the Ukrainian Nazis. As the General Director, Igor Solonin actively participates in the activities of the theatre and in attracting funding from Russian-appointed government representatives in the occupied Donetsk region. He supported Russia’s illegal annexation of Crimea and performed during the propaganda rally “For a world without Nazism! For Russia! For the President”, which took place on March 18, 2022, at the Luzhniki Stadium. He has participated in several events in Crimea following the illegal annexation, such as the concert celebrating “the fifth anniversary of Crimea’s reunification with Russia” in Simferopol. Timur Yunusov expressed support for Vladimir Putin’s candidacy in the presidential elections and participated in his election campaigns. He was one of Vladimir Putin’s trusted representatives during one of his presidential campaigns. USC is active throughout the full production and adaptation cycle of first-person view (FPV) systems for combat use.
