Työ- ja elinkeinoministeriö päättää investointituen myöntämisestä ja hoitaa siihen liittyvät muut tehtävät. Investment aid may be granted or paid only if the Commission has approved the aid scheme or the individual aid, or if the aid falls under the cited Commission Regulation exemption; it may also be granted conditionally before approval. The Ministry of Economic Affairs and Employment may, with the applicant’s consent, transfer an investment aid application for handling and decision under the energy aid regulation. Investment aid cannot be granted for an investment that has already received energy aid under that regulation. Investment aid may be granted for certain fixed-asset investments if eligible costs exceed 5,000,000 euros and the recipient finances at least 25% of the project without public support.
