This section says what the regulation covers: certain funding granted for research, development, and innovation activities, including de minimis aid and some jointly funded projects. This section defines “young innovative company” and “young company” by age, size, registration status, merger status, profit distribution, and, for innovative companies, an R&D spending threshold. Funding may be granted for projects carried out by companies operating in Finland if the project has a sufficiently detailed plan for reliable monitoring; the plan is not required for certain funding under section 1(4) or chapter 3, and funding cannot be granted to a distressed company except for funding under chapter 3. Rahoituskeskus may grant R&D and innovation support to company projects if they are considered beneficial to society, the national economy, or the environment, and it must state the intended impacts in the funding decision. Funding recipients must get prior consent for material deviations from the project plan and must notify the funding centre in advance before certain business transfers or changes. The funding centre may also recover grants, accelerate loan repayment, and adjust the relevant period, with a specific exception for essential licensing.
