Welfare areas receive state funding based on listed population and service-need factors, with percentage shares specified for each factor. When the state funding level for a fiscal year is set, the annual increase in operating costs is to be adjusted to 80% of the estimated annual increase in service needs in social and health care. When the level of state financing for a financial year is determined, changes in the cost level must be taken into account using the price index for welfare areas. Factual costs are calculated using the difference between estimated and actual costs for the financial year, adjusted for the cost level under section 8(1). When calculated costs are determined using need factors for service use, these specific weights must be applied: health care 58.86%, elder care 19.75%, and social care 21.39%.
