The President may, by legislative instrument, apply this Act to a country if there is an arrangement for surrendering fugitive criminals, and the order must be laid before the National Assembly. The President may declare by legislative instrument that a country falls within this Part. The President may discontinue this Part’s application to a country if reciprocal provisions or an arrangement with that country no longer exist or are in force. If this Part applies to a country, a fugitive criminal from that country who is in or suspected of being in Ghana may be apprehended and surrendered under this Part.
