This Act is intended to establish fiscal responsibility rules aimed at macroeconomic stability and debt sustainability. This section sets fiscal rules for managing public finances: the annual cash-basis overall fiscal balance must not fall below a deficit of 5% of GDP, and an annual positive primary balance must be maintained. The Minister may suspend the fiscal responsibility rules if there is a force majeure or unforeseen economic circumstance, and must present the reasons and recovery plan to Parliament within 30 days. Parliament may pass a vote of censure on the Minister if the Minister breaches section 2 by more than one percentage point. The Minister must submit a review of the fiscal responsibility rules to Parliament every five years.
