This section establishes the National Reconciliation Commission. The Commission must have a chairperson and eight other members, appointed by the President in consultation with the Council of State. The Commission’s job is to promote national reconciliation by recording human rights abuses and recommending redress to the President. The Commission must investigate human rights violations, identify victims and responsible actors, make redress recommendations, and educate the public about its work. The Commission must be inaugurated within two weeks after its members are appointed and must then carry out necessary preparatory activities; its term normally ends after up to 12 months from its first hearing, but the President may extend it for up to 6 more months for good cause.
